ديپلماسي حمايتي جمهوري اسلامي ايران در قبال جمهوري آذربايجان از سال 1991 تا سال 2020 ميلادي

Supportive Diplomacy of the Islamic Republic of Iran towards the Republic of Azerbaijan from 1991 to 2020

اشتراكات تاريخي، فرهنگي و مذهبي جمهوري آذربايجان با ايران باعث شده است كه اين همسايه شمالي همواره در كانون ديپلماسي حمايتي ايران قرار گيرد. بر اين اساس اين مقاله درصدد تبيين كمك‌هاي ايران به جمهوري آذربايجان و پاسخگويي به اين دو پرسش اصلي است: گستره كمك‌هاي جمهوري اسلامي ايران به جمهوري آذربايجان پس از استقلال اين كشور در سال 1991 تا سال 2020 ميلادي چه ابعادي را شامل مي‌شود؟ دلايل تلاش دولت و رسانه‌هاي جمهوري آذربايجان براي كتمان يا تقليل سطوح كمك‌هاي ايران به جمهوري آذربايجان چيست؟ براي پاسخگويي به پرسش‌هاي پژوهش از چارچوب نظري ديپلماسي حمايتي و روش توصيفي- تحليلي استفاده شده است. يافته‌هاي پژوهش نشان مي‌دهد كه ايران حداقل در 21 حوزه مختلف ملي، دوجانبه، منطقه‌اي و بين‌المللي و در عرصه‌هاي اقتصادي، فرهنگي، سياسي، دفاعي، انرژي، توسعه‌اي و....به باكو كمك كرده است. كمك‌هاي مستقيم نظامي در مناقشه قراباغ و تأمين منابع انرژي مورد نياز جمهوري خودمختار نخجوان از نمونه‌هاي اين حمايت‌ها محسوب مي‌شوند. اما عليرغم كمك‌هاي ايران، دولتمردان جمهوري آذربايجان تلاش كرده‌اند با ايجاد روايت‌هاي ساختگي و كتمان كمك‌هاي جمهوري اسلامي ايران، ايران را به‌عنوان تهديد امنيتي براي افكار عمومي در داخل و خارج از كشور آذربايجان نشان دهند.

Historical, cultural and religious commonalities of the Republic of Azerbaijan with Iran have made this northern neighbor always at the center of Iran's supportive diplomacy. Accordingly, this article seeks to explain Iran's assistance to the Republic of Azerbaijan and answer these two main questions: What is the scope of the Islamic Republic of Iran's assistance to the Republic of Azerbaijan after the independence of this country in 1991 until 2020? What are the reasons for the efforts of the government and the media of the Republic of Azerbaijan to hide or reduce the level of Iranian aid to the Republic of Azerbaijan? To answer the research questions, the theoretical framework of supportive diplomacy and descriptive-analytical method have been used. The findings show that Iran has assisted Baku in at least 21 different national, bilateral, regional and international areas, as well as in the economic, cultural, political, defense, energy, development and other fields. Direct military assistance to the Nagorno-Karabakh conflict and the provision of energy resources required by the Nakhichevan Autonomous Republic are examples of such support. But despite Iran's assistance, the Azerbaijani authorities have tried to portray Iran as a security threat to public opinion inside and outside the Republic of Azerbaijan by creating fabricated narratives and concealing the assistance of the Islamic Republic of Iran.
