تهديدات امنيتي- نظامي كروناويروس و راه‌هاي مقابله با آن با رويكرد پدافند غيرعامل و قدرت رسانه

Security-Military Threats of the Coronavirus and Ways to Deal with: A Civil Defense and Media based Approach

از جمله مصاديق ايجاد تهديدات امنيتي و نظامي ‌براي كشورهاي مختلف، بروز پاندمي‌هاي فراگير است كه به‌سرعت دولت‌ها را در مهار آن و مديريت بحران دچار مشكل مي‌كنند. بر اين اساس، مسئله اين پژوهش متمركز بر شيوع پاندمي‌كرونا و اهميت اثرات مخرب اين بيماري بر سلامت و امنيت جهاني و نقش رسانه‌هاي جمعي در اين زمينه است. حتي اگر ويروس كرونا با اهداف شروع يك جنگ بيولوژيكي تمام‌عيار ايجاد نشده باشد، به‌دليل سرعت بالاي انتشار و قدرت بالاي مرگ‌و‌مير مي‌تواند به ابزاري براي بهره‌برداري در جنگ‌هاي بيولوژيك تبديل شود. بر اين اساس، پژوهش حاضر در پي يافتن پاسخ به اين سؤالات است كه راه‌كارهاي اصلي مقابله با تهديدات نوظهور و خارج از تصور انساني مانند كرونا به‌ويژه در بستر سامانه‌هاي پدافند غيرعامل چيست؟ همچنين نقش رسانه‌ها در اين زمينه چيست؟ «جنگ بيولوژيك»، «امنيت» و «قدرت رسانه» مفاهيم نظري به كار رفته در اين پژوهش هستند. روش پژوهش توصيفي- تحليلي و هدف آن تبيين نقش پدافند غيرعامل و رسانه‌ها در مديريت بحران كروناست. نتايج پژوهش بر اين موضوع تأكيد مي‌كند كه مقابله با تهديدات امنيتي ناشي از اتفاقات غيرمنتظره موضوعي جدي است و كشورها بايد آن را همچون يك حمله فراگير بيولوژيكي قلمداد كرده و به‌درستي با آن مقابله كنند. در اين زمينه مجموعه اقداماتي در چارچوب مديريت به‌موقع بحران و پدافند غيرعامل مي توانند مفيد باشند. رسانه‌ها نيز در آموزش‌هاي لازم در بستر مراقبت‌هاي عمومي، رعايت سطوح مختلف بهداشتي و تبيين مخاطرات گسترده كرونا براي افكار عمومي نقش پررنگي بايد داشته باشند.

Examples of security and military threats to various countries include widespread pandemics that quickly make it difficult for governments to contain and manage crises. Accordingly, the focus of this study is on the prevalence of pandemic corona and the importance of the devastating effects of this disease on global health and security and the role of mass media. Even if the corona virus is not created with the goal of starting a full-fledged biological warfare, it can become a tool for use in biological warfare due to its high rate of spread and high mortality. Accordingly, the present study seeks to answer the basic questions that what are the main strategies to deal with emerging and unimaginable threats such as Corona, especially in the context of passive defense systems? Also, what is the role of the media in this regard? "Biological warfare", "security" and "media power" are the theoretical concepts used in this research. The research method is descriptive-analytical and its purpose is to explain the role of passive defense and media in corona crisis management. The results of the study emphasize that dealing with security threats arising from unexpected events is a serious issue and countries should consider it as a comprehensive biological attack and deal with it properly. In this regard, a set of measures in the context of timely crisis management and passive defense can be useful. The media also play an important role in providing the necessary training in the field of public care, observing different levels of health, and explaining the wide-ranging risks of corona virus to public opinion.
