جنبش جليقه‌زردها در فرانسه؛ زمينه‌ها، روندها، پيامدها و پيشنهادهاي رسانه‌اي

The Yellow Vest Movement in France; Contexts, Trends, Implications and Suggestions for Media Coverage

جنبش جليقه‌زردها مظهر اعتراض طبقات ضعيف و متوسط جامعه فرانسه به سياست‌هاي اقتصادي و مالياتي امانوئل ماكرون و نتيجه افزايش شكاف‌هاي اجتماعي در اين كشور محسوب مي‌شود. از اين رو، مقاله حاضر با اتكا به روش كيفي از نوع توصيفي ـ تحليلي، به تبيين چرايي شكل‌گيري جنبش جليقه‌زردها در فرانسه و چگونگي تأثيرگذاري آن بر حيات سياسي فرانسه در سطوح ملي و فراملي پرداخته است. بررسي‌ها و يافته‌هاي اين مقاله نشان مي‌دهد كه اين جنبش به‌لحاظ استمرار و بروز خشونت در جمهوري پنجم فرانسه بي‌سابقه بوده و پيامدهاي سياسي، اقتصادي، اجتماعي و امنيتي متعددي براي فرانسه به‌دنبال داشته است. كاهش ده‌ درصدي سفرهاي گردشگري به فرانسه، خشونت پليس، حمله به شعب بانكي و مراكز تجاري و به آتش كشيدن خودروها، افزايش روحيه مطالبه‌گري از دولت و ايجاد راهپيمايي‌هاي اعتراضي در بين اقشار مختلف جامعه، افزايش محبوبيت حزب تجمع ملي با گرايش‌هاي راست افراطي، افزايش چشمگير خودكشي در بين نيروهاي پليس فرانسه ازجمله پيامدهاي داخلي جنبش جليقه‌زردها بوده است. در بعد خارجي نيز پيامدهايي مانند تضعيف موضع ماكرون در سطح بين‌المللي به‌‌ويژه ازمنظر سياست‌هاي زيست‌محيطي، افزايش مداخله‌هاي ترامپ در امور داخلي فرانسه و اتحاديه اروپا و الهام‌بخشي اين جنبش به جنبش‌هاي مشابه در فلسطين اشغالي، تونس و مصر قابل مشاهده است.

The yellow vest movement represents the protests of the weak and middle classes of French society to the economic and tax policies of President Emmanuel Macron and has been the outcome of increasing social gaps in this country. Therefore, the present paper, through a qualitative method of descriptive-analytic type, explains why the vest yellow movement in France has been formed and how was its impact on the political life of France at national and transnational levels. Reviews and findings of this article demonstrates that this movement is unprecedented in terms of continuation and violence rate in the Fifth Republic of France and has resulted in political, economic, social and security consequences for France. The 10 percent reduction of touristic trips to France, the rate of police violence, attack on bank branches and commercial centers, firing the cars, the increasing level of public request from the government and the protesting demonstrations among different segments of society, the increase in the popularity of the far right party (National Front) and a dramatic increase in suicide of the French police forces are among the internal implications of the yellow vest movement. At the external level, one can enumerate the consequences such as: weakening the international position of President Macron, especially from the perspective of environmental policies, the rise of Trump's interventionist speeches regarding the internal affairs of France and the European unio‎n as well as the inspiration of this movement for similar movements in Palestine, Tunisia and Egypt.
