US Instrumental Use of the Dollar; Goals, Consequences, Reactions; Providing Media Approaches

پس از جنگ جهاني دوم، ايالات متحده با استفاده ابزاري از پول ملي خود يعني دلار به دفعات در روندهاي بين‌المللي مداخله داشته است، به‌طوري كه دلار ابزار هميشگي براي اهداف واشنگتن بوده است. بر اين اساس پرسش اصلي مقاله آن است كه نقش و كاركرد دلار در تحقق اهداف امريكا در نظام سياسي و اقتصادي بين‌المللي چيست؟ در پاسخ، فرضيه نويسنده آن است كه امريكا با استفاده ابزاري از دلار در نظام بين‌الملل، در راستاي تقويت ايده هژموني پولي اين كشور در سطوح مختلف سياسي، اقتصادي، نظامي و فرهنگي عمل كرده است. هژموني پولي به‌عنوان يك «ابزار اقتصادي و سياسي» به امريكا اين امكان را داده تا عملكرد سيستم پولي بين‌المللي را در كنترل خود داشته باشد. اين مقاله با روش توصيفي- تحليلي و با استفاده از تحليل روندهاي كلان اقتصاد جهاني، به تبيين جايگاه دلار در تعاملات اقتصاد جهاني، پيامدهاي استفاده ابزاري امريكا از اين ارز در عرصه نظام بين‌الملل و واكنش‌هاي جهاني درباره آن مانند تلاش روسيه، چين و ايران براي دلارزدايي و پيمان‌هاي دو يا چند جانبه مالي پرداخته است. با توجه به سرعت رو به افزايش اين گونه واكنش‌ها مي‌توان سقوط قدرت دلار در آينده را پيش‌بيني نمود.

After World War II, using its national currency, the dollar, the United States intervened repeatedly in international trends, as the dollar has always been a tool for Washington's purposes. The key question is, then, what is the role and function of the dollar in achieving US goals in the international political and economic system? In response, the author's hypothesis is that the United States has used the dollar in the international system to strengthen the idea of monetary hegemony at various political, economic, military, and cultural levels. The monetary hegemony as an "economic and political tool" has enabled the US to control the function of the international monetary system. Using global macroeconomic trends analysis, and with a descriptive-analytical method, this article explains the position of the dollar in global economic interactions, the consequences of the US instrumental use of this currency in the international arena, and global reactions about it, like efforts of Russia, China and Iran for De-Dollarization and bilateral or multilateral financial treaties. Due to the rising speed of such reactions, the collapse of dollar strength in the future can be predicted.
