Functions and Challenges of Chabahar Free Zone in Creating Regional Convergence; Providing some Media Recommendations

منطقه آزاد چابهار در جنوب شرقي ايران از مهم‌ترين مناطق آزاد كشور محسوب مي‌شود كه از كاركردهاي قابل توجهي برخوردار است. هدف اصلي اين مقاله بررسي كاركردها و چالش‌هاي منطقه چابهار در ايجاد همگرايي منطقه‌اي است. بر همين اساس پرسش‌هاي محوري مقاله اينگونه صورت‌بندي شده است: مهم‌ترين قابليت‌هاي منطقه چابهار براي ايجاد همگرايي در بين كشورهاي منطقه چيست؟ اين منطقه با چه چالش‌هايي در اين زمينه مواجه است؟ چه راهكارهاي رسانه‌اي براي شناساندن ظرفيت‌هاي چابهار و ايجاد همگرايي بين كشورهاي پيرامون آن مي‌توان مطرح نمود؟ يافته‌هاي مقاله نشان مي‌دهد با توجه به وجود منافع مشترك جهت افزايش همكاري اقتصادي ميان كشورهاي منطقه، امكان گسترش همكاري بين كنشگران فعال و دخيل در منطقه چابهار وجود دارد. مهم‌ترين قابليت‌هاي همگرايانه‌ي چابهار اتصال آن به آب‌هاي آزاد بين‌المللي، ظرفيت آن براي جايگزيني تنگه هرمز و نيز نقش آن در اتصال و همكاري هند- ايران- افغانستان- روسيه است. در مقابل، مهم‌ترين چالش‌هاي آن افراط‌گرايي در منطقه، اختلافات هند و پاكستان و نيز نقش تخريبي امريكا و عربستان سعودي است. اين مقاله با روش توصيفي- تحليلي به اين موضوع پرداخته است.

Chabahar Free Zone in southeastern Iran is one of the most important free zones in the country which has significant functions. The main purpose of this article is to examine the functions and challenges of the Chabahar region in creating regional Cooperation.Accordingly, the central questions of the paper are as follows; What are the most important capabilities of the Chabahar region to create convergence between countries in the region? What are the challenges facing this region? What media solutions can be offered to introduce Chabahar's capacities and build cooperation between the countries around it? The findings of the article show that due to the common interest in enhancing economic cooperation among regional countries, it is possible to expand cooperation between active and involved actors in the Chabahar region. Connecting to international high seas, its capacity to replace the Strait of Hormuz and its role in India-Iran-Afghanistan-Russia interconnection are the most important capabilities of the Chabahar region for convergence. In contrast, extremism in the region, India-Pakistan divisions as well as the devastating role of the US and Saudi Arabia are among the most significant challenges. This article is written in a descriptive-analytical method.
