جايگاه الحشدالشعبي در امنيت ملي عراق و نحوه بازنمايي رسانه‌هاي غربي- سعودي از آن

پس از نفوذ پديده­ ي تروريسم تكفيري در عراق و ناامني­ هايي كه در اين سرزمين به وجود آمد، الحشدالشعبي به‌عنوان يك سازمان مردم­ نهاد، براي تأمين امنيت اين كشور تشكيل شد. مقاله‌ي­ حاضر نقش اين گروه در امنيت ملي عراق را در چارچوب نظريه سازه ­انگاري تبيين مي‌كند. براي شناخت و تحليل جايگاه الحشدالشعبي در امنيت عراق، بايد به جهان ارزش‌هاي اجتماعي و انساني و معاني ­اي كه كنشگرانِ اين گروه، كنش خود را با آن تفسير مي ­كنند، مراجعه كرد. تلازم هويت دفاع از وطن و تبعيت از مرجعيت ديني، پايه­ حضور اعضاي اين گروه در سازمان الحشدالشعبي را براي دفع تهديد بنا نهاد. تكوين هويت ملي عراقي با ديدگاهي وسيع‌تر از مذهب و تعريف هويت غيرخودي در چارچوب تروريسم، توانست گروه­ هايي را با گرايش‌هاي مذهبي و قومي مختلف به اين گروه ملحق كند. اين تحديد هويت به معناي تشكيل پايه­ هاي امنيت مردمي در عراق و دفع هويت تهديدآميز غيرخودي بود. تكوين و توسيع ارزش و فرهنگ مبارزه با تروريسم در الحشدالشعبي، اهداف و قاعده­ هاي جمعي جديد امنيتي و دفاعي را در اعضاي اين گروه به وجود آورد و موجب تجميع و وحدت ايده ي مقاومت در عراق شد. در نتيجه هويت­ و هنجارهاي الحشدالشعبي، موجب تقويت امنيت عراق از طريق كنش عملي مبارزه با داعش گرديد.

Following the influence of the Takfiri terrorism in Iraq and the insecurities that arose in this country, Al-Hashd Sha'bi was formed as a popular organization to secure the country. This article seeks to explain the role of this group in Iraqi national security within the framework of constructivism theory. Therefore, in order to understand and analyze the position of Al-Hashd Sha'bi in Iraq's security, we should refer to the world of social and human values and the meanings that actors of this group interpret with their actions. Collocation of the identity of homeland defense and adherence to religious leadership established the base for presence of members of this group at Al-Hashd Sha'bi organization to repulse the threat. The creation of a national Iraqi identity with broader understanding of religion, and the definition of others within the framework of terrorism, has been able to gather various religious and ethnic groups under this group. This limitation of identity meant the establishment of the foundations of popular security in Iraq and the Disposal of non-self-threading identity. The establishment and spread the value and culture of fight against terrorism in Al-Hashd Sha'bi has shifted the idea of a confrontation between the Arab and Persian identities which has created new collective aims and rules in security and defensive among the members of this group and has brought about an aggregation and unity of resistance Idea in Iraq. Consequently, the identity and norms of Al-Hashd Sha'bi have strengthened Iraq's security through the practical action against ISIS.
