وظيفه حكومت اسلامي نسبت به تأمين امنيّت در فضاي سايبر با تأكيد بر بيانيه گام دوم انقلاب اسلامي

The Duty of the Islamic Government in Providing Security in Cyberspace by Emphasizing the Statement of the Second Step of the Islamic Revolution

بيانيه گام دوم انقلاب اسلامي بر وظيفه سنگين دستگاه‌هاي حكومتي نسبت به «ابزارهاي رسانه‌اي پيشرفته و فراگير» تأكيد دارد؛ باتوجه به اينكه بسياري از اين رسانه‌ها در فضاي سايبري فعاليت مي‌كنند، واكاوي وظيفه يادشده با تأكيد بر رسانه‌هاي سايبري، داراي نوآوري است. هدف پژوهش، پاسخ به اين پرسش است كه از منظر فقه سياسي، وظيفه حكومت اسلامي نسبت به تأمين امنيت در فضاي سايبر كدام است و جايگاه اين وظيفه در بيانيه گام دوم چيست؟ بنابراين با جستجو در منابع كتابخانه‌اي؛ مستندات حكم به وجوب تأمين امنيّت همه‌جانبه‌ در فضاي سايبر توصيف و با رويكرد فقه حكومتي تحليل شده و ديدگاه مقام معظم رهبري پيرامون امنيت فضاي سايبر، در منظومه فكري ايشان بررسي شده؛ تا جايگاه اين وظيفه در بيانيه مشخص گردد. در نتيجه، ايجاد امنيت همه‌جانبه در فضاي سايبر بر حكومت اسلامي واجب دانسته شده كه مشمول مطالبه جدي بيانيه گام دوم انقلاب اسلامي نيز مي‌باشد.

The statement of the second step of the Islamic Revolution emphasizes the heavy duty of the government system towards "advanced and all-encompassing media tools"; given that many of these media operate in cyberspace, the task analysis would be innovative with an emphasis on cyber media. The purpose of this study is to answer the question that from the perspective of political jurisprudence, what is the duty of the Islamic government in providing security in cyberspace and what is the position of this duty in the second step statement. So by searching library resources, the documents supporting the verdict on the necessity of providing comprehensive security in cyberspace have been described and analyzed with the approach of government jurisprudence and the Supreme Leader's view on cyberspace security is examined in his system of thought to determine the position of this duty in the statement. As a result, the establishment of comprehensive security in cyberspace has become necessary for the Islamic government, which is also more emphasized with the serious demands of the statement of the second step of the Islamic Revolution.
