America's foreign policy paradox About Transformations in Bahrain and Syria

وقوع تحولات در كشورهاي عربي خاورميانه مرحله‌ي نويني را در سياست خارجي آمريكا نسبت به تحولات اين كشورها به دنبال داشته است. اين تحول عمدتا از تناقضات روشني برخوردار بوده است. هدف مقاله حاضر بررسي تناقض سياست خارجي‌آمريكا در قبال تحولات بحرين و سوريه مي باشد و به دنبال پاسخگويي به اين سوال است كه مهم‌ترين دلايل رويكرد متعارض ايالات متحده آمريكا نسبت به تحولات بحرين و سوريه چيست؟ فرضيه مقاله حاكي از آن است علي‌رغم شباهت‌هاي اوليه موجود درشيوه‌ي اعتراض‌ها و نحوه‌ي عملكر‌د نخبگان حاكم در دو كشور، سياست خارجي آمريكا در قبال هريك داراي ويژگي و پيچيدگي خاص خود بوده است. پژوهش حاضر با مبنا قراردادن دو شاخه‌ي فكر‌ي موجود در نظريه‌ي جامعه بين‌الملل يعني كثرت‌گرايي و وحدت‌گرايي و نوع پيشرفته‌ي آن نظريه مسئوليت حمايت به عنوان چارچوب نظر‌ي به اين نتيجه رسيده ‌است كه سياست خارجي آمريكا در قبال تحولات بحرين و سوريه براساس ارزش‌هاي متعارض پيگيري مي‌شود. ايالات متحده‌ي آمريكا در حاليكه سياست خود را در جريان تحولات بحرين به دليل رابطه امنيتي طولاني‌مدت با اين كشور بر پايه‌ي اصل حاكميت، حفظ وضع موجود و دفاع از اصالت وجود حكومت آل‌خليفه بنا نهاده است، در سوريه پيگير سياست مداخله‌جويانه، حقوق‌بشري، مبارره با تروريسم و در ‌راستاي تفويض حكومت به معارضين مي‌باشد.

Taking place of transitions in Arabic countries of the Middle Easta have followed new stage in America's foreign policy toward these counties. This transformation mainly been enjoyed clear contradictions. Articl's aim is to review paradox of America's foreign policy about transitions in Bahrain and Syria. Question paper is that the main reasons for the United States of America contrasting approach towards the transitions in Bahrain and Syria? Hypothesis suggests that despite the similarities between manner of protests and behavior of Political elites of the both countries, the foreign policy of America have its own specific characteristics and complexity toward both,This article concludes that America's foreign policy is based on the contrasting values to the events in Bahrain and Syria. While in Bahrain, the United States America has established its policy due to long-term security relationship with that country on the basis of the principle of sovereignty, maintaining the status quo and defend the primacy of the rule of Al Khalifa, But in Syria, America followed a policy of intervention, human rights, the fight against terrorism in order to hand over the government to the rebels.
