تحليلي بر جايگاه توسعۀ منطقه‌اي در سياست‌هاي كلان جمهوري اسلامي ايران

An analysis of the place of regional development in the macro policies of the Islamic Republic of Iran

توسعۀ منطقه‌اي يكي از مهم‌ترين ضرورت‌هاي توسعۀ همه‌جانبه و پايدار است و رسيدن به آن يكي از اهداف مهم توسعه است. در اين ميان، هر نوع برنامه‌ريزي كلان براي توسعه، كه در اسناد بالادستي نظير سياست‌هاي كلان يا سند چشم‌انداز در جمهوري اسلامي، بايد حدي از توجه قابل قبول را در نظر داشته باشد و اين ضرورتي نام براي مسئلۀ توسعه در ايران است. مقالۀ حاضر، با در نظر داشتن اين ضرورت به دنبال تحليل آن دسته از سياست‌هاي كلان در جمهوري اسلامي است كه به اين مقوله پرداخته‌اند. هدف اصلي اين پژوهش، پاسخ به اين پرسش است كه جايگاه راهبرد توسعۀ منطقه‌اي در سياست‌هاي كلان نظام چيست؟ و با در نظر داشتن روش تحليل محتواي كيفي با در نظر داشتنِ مهم‌ترين متغيرهاي توسعۀ منطقه‌اي، به صورت تحليلي، در محتواي متون و اسناد بالادستي جمهوري اسلامي غور كرده و آن‌ها را از لحاظ محتوايي تحليل مي‌كند، تا به جايگاه توسعۀ منطقه‌اي در آن دست يابد و با توجه به اينكه اسناد بالادستي، به عنوان اسنادي براي راهبردهاي توسعه، و در نتيجه توسعۀ منطقه‌اي در نظر گرفته شده‌اند، اين نتيجه به دست آمد كه عموماً اين اسناد، فاقد راهبردي مشخص و روشن پيرامون توسعۀ منطقه‌اي هستند و گرايش عمدۀ آن‌ها بر توسعۀ تمركزگراست و در اينجا لزوم ايجاد سرفصلي مشخص با عنوان توسعۀ منطقه‌اي احساس مي‌شود تا بتوانند به عنوان راهبردهايي براي توسعۀ منطقه‌اي و بنياني براي قوانيني باشد كه ضمن توجه به تمركززدايي در مسئلۀ توسعه، به مهم‌ترين هدف توسعۀ منطقه‌اي يعني تمركززدايي برسند.

Regional development is one of the most important requirements for comprehensive and sustainable development and achieving it is one of the important goals of development. In the meantime, any kind of macro-planning for development, which in upstream documents such as macro-policies or vision document in the Islamic Republic, must consider a certain amount of acceptable attention, and this is a necessity for the issue of development in Iran. The present article, considering this necessity, seeks to analyze those macro-policies in the Islamic Republic that have dealt with this issue.The main purpose of this study is to answer the question: what is the place of regional development strategy in the macro-policies of the system? an‎d considering the method of qualitative content analysis, considering the most important variables of regional development, analytically, ponders on the content of texts and upstream documents of the Islamic Republic and analyzes them in terms of content, in order to achieve the position of regional development. an‎d considering that the upstream documents are considered as documents for development strategies, and as a result of regional development, it was concluded that these documents generally do not have a clear strategy for regional development and their main tendency is towards development. It is centralist and here it is necessary to create a specific topic called regional development so that they can be as strategies for regional development and the basis for laws that, while paying attention to decentralization in development, achieve the most important goal of regional development, decentralization.
