چكيده فارسي :
هدف از اين پژوهش تحليل و ارزيابي عملكرد يگان حفاظت منابع طبيعي جهت تحقق اصول حفاظت اكولوژيك در راستاي مديريت پايدار سرزمين است. جامعه آماري اين تحقيق شامل گزارشات واصله به ستاد يگان حفاظت از تمامي استان هاي كشور است. در اين تحقيق به منظور تفسير و تحليل عملكرد يگان از نرم افزارهاي Excel 2010 و SPSS 16.0 استفاده شد. نتايج نشان داد كه از بدو تشكيل يگان تاكنون در اكثر شاخص هاي مورد ارزيابي رشد قابل توجهي اتفاق افتاده است؛ يعني از طرفي تعداد پرونده ها و تخلفات صورت گرفته در شاخص هاي تخريب و تصرف در جنگل ها، تخريب و تصرف در مراتع، قطع درخت، درختچه و نهال، كت زدن و سوزاندن، بوته كني و چراي دام به ترتيب 17/24 %، 77/27 %، 01/57، 33/90 %، 74/23 % و 2% كاهش داشته است. از طرف ديگر حجم مواد بازداشتي در شاخص هاي كت و سوزاندن درختان، بوته كني، كوره ذغال، حجم چوب، حجم هيزم، حجم ذغال، توقيف تجهيزات و وسايل نقليه به ترتيب 53/13%، 85/71 %، 47/73%، 90%، 16/ 77%، 57/48%، 60/55% و 53/53% افزايش داشته است. همچنين، اخبار و گزارش هاي درست و نادرست و بازداشت متخلفين از مرد و زن به ترتيب با افزايش 36/62 و 96/83، 90/75 و 31/92 درصدي همراه بوده است كه توان بازدارندگي يگان و كاهش تخلفات را به وضوح نشان مي دهد. بنابراين، تحقق مديريت پايدار سرزمين بدون تهيه و اجراي طرح هاي حفاظت از آب و خاك و عدم حضور مستمر يگان در عرصه هاي طبيعي ميسر نخواهد شد.
چكيده لاتين :
The purpose of this research was to analyze and evaluate the performance of the Natural Resources Conservation Unit for the implementation of the principles of ecological conservation in line with sustainable land management. The statistical population of this study included all provinces of the country and the results of field visits and reports received to the headquarters of the protection unit. In this research, the units’ performances were analyzed based on monthly statistics that were sent to the headquarters of the provinces and the associated indicators in Excel 2010 and SPSS 16.0 software. The results of this study revealed a significant increase in most of the evaluated indicators since the formation of the unit. In other words, the number of cases and violations dropped including forest destruction and econroachment, range destruction and encroachment, tree and bush felling, tree deskinning and burning, bush collection and illegal livestock grazing by 24.17%, 27.77%, 57%, 90.33%, 23.74% and 2% respectively. On the other hand, the detention cases and the number of the arrested persons showd an increase for indicators including tree deskinning and burning, bush collection, charcoal production kiln, felled tree volume, charcoal volume, confiscation of facilities and vehicles by 13.53%, 71.85%, 73.47%, 90%, 77.16%, 48.57%, 55.60% and 53.53% respectively. These values clearly show the inhibition capability of the unit and reduction of violations. Also volume of correct and incorrect reports and detension of male and female violators have increased by 62.36%, 83.96%, 75.90% and 82.31% respectively. Sustainable land management is secured when water and soil conservation plans are developed and implemented, and also, security guards are actively involved in the natural areas.
