نقش و مسئوليت محيط زيستي راپمي در قبال توسعه پايدار خليج فارس (مطالعه موردي: احداث جزاير مصنوعي)

The Role and Responsibility of ROPME for Sustainable Development in the Persian Gulf (Case Study: Creation of Artificial Islands)

از ابتداي هزاره سوم ميلادي كشورهاي حاشيه جنوبي خليج فارس رو به ساخت جزاير مصنوعي آوردند. در اين تحقيق به بررسي نقش و مسيوليت راپمي در قبال محيط زيست و توسعه پايدار خليج فارس پرداخته شده است. كشورهاي مذكور با احداث جزاير مصنوعي سبب تخريب محيط زيست دريايي مي شوند. در اين مقاله، چگونگي اجراي نقش محيط زيستي سازمان راپمي در خصوص مقابله با احداث جزاير مصنوعي تبيين شده است، با علم به اين مطلب كه احداث جزاير مصنوعي سبب به خطر افتادن محيط زيست دريايي خليج فارس مي شود. در اين راستا نقش و مسيوليت سازمان محيط زيست منطقه اي با تشريح ساختار و سازمان، اهداف كنوانسيون، شرح وظايف، پروتكل هاي پنج گانه، مواد قانوني موجود مورد بحث قرار گرفته است. در اين مقاله با استناد به اهداف كنوانسيون، پروتكل ها و برخي از مواد سي گانه مرتبط با موضوع نقش هايي كه اين سازمان مي تواند ايفا نمايد در قالب آينده پژوهي توصيه اي بررسي شد. اين پژوهش به روش توصيفي- تحليلي با تكيه بر منابع كتابخانه اي، اينترنتي و استفاده از نرم افزارهاي GIS و Snagit به تجزيه و تحليل اين موضوع پرداخته است. روند حل و فصل اين موضوع از طريق مذاكره با اعضا راپمي و يا ارجاع آن به كميسيون قضايي راپمي است كه در صورت عدم پيگيري در بازه زماني كوتاه مدت سبب به خطر افتادن محيط زيست دريايي خليج فارس و درياي عمان مي شود.

From the beginning of the third millennium AD, the countries on the southern shore of the Persian Gulf has begun to build artificial islands. In this study, the role and responsibility of Regional Organization for the Protection of the Marine Environment (ROPME) towards the environment and sustainable development of the Persian Gulf has been investigated. The countries along the Persian Guld and Sea of Oman coasts are destroying the marine environment by building artificial islands. Knowing that construction of artificial islands endangers the marine environment of the Persian Gulf and Sea of Oman, the role of the ROMPE in countering the construction of artificial islands are explained in this paper. For this we resort to the role and responsibility of the regional environmental organizations; their structure, the objectives of the ROPME Convention, its duties, its five protocols, the existing legal provisions and their implementation. Based on the objectives of the Convention, the protocols and some of the materials related to the roles of this organization we reviewed and summarised issues in the form of foresight analysis recommendations. For this, we applied a descriptive-analytical research using library resources, Internet and the use of GIS and Snagit software. The process of invloved talks on important cases with ROPME members or referring to the ROPME Judicial Commission. If these cases are not followed up in a short period of time, the marine environment of the Persian Gulf and the Sea of Oman will be endangered.
