A Comparative Analysis of China's and the US's Smart Power in Africa

آفريقا در سال‌هاي اخير بسيار مورد توجه چين و آمريكا قرار گرفته است. با بررسي قدرت نرم و سخت به‌كار گرفته‌شدۀ اين دو كشور در آفريقا، از جمله فعاليت در حوزۀ فرهنگي، سياسي، ديپلماسي، اقتصادي و نظامي، اين نتيجه حاصل مي‌شود كه هريك از قدرت‌ها سعي بر آن دارند كه حوزۀ نفوذ خود را در اين قاره افزايش دهند. بنابراين در دهه‌هاي اخير بهره‌گيري از قدرت هوشمند به يكي از مهم‌ترين جنبه‌هاي استراتژي سياست خارجي قدرت‌هاي بزرگ تبديل‌ شده‌است. دولت‌مردان چين و آمريكا به‌منظور رسيدن به اهداف خود، گام‌هاي مؤثري در جهت افزايش نفوذ و جايگاهشان در آفريقا برداشته‌اند. پرسش اصلي پژوهش حاضر اين است كه «بهره‌گيري از قدرت سخت و استفاده از سازوكارهاي قدرت نرم در سياست خارجي چين و آمريكا در قبال آفريقا چه جايگاهي دارد؟» در پاسخ اين فرضيه با روش تطبيقي – تاريخي بررسي مي‌شود كه ميزان هم‌پوشاني و استفادۀ متوازن از ابزارها و منابع قدرت هوشمند ميان چين و آمريكا متفاوت است. نحوۀ به‌كارگيري مؤلفه‌هاي قدرت نرم و سخت از سوي دو كشور، نشان مي‌دهد كه نخبگان چين با ايجاد هارموني و بهره‌گيري متوازن از منابع و ابزارهاي قدرت هوشمند و بدون ايجاد محدوديت توانسته‌اند جايگاه خود را نسبت به آمريكا در آفريقا افزايش دهند.

Africa has received a lot of attention from China and America in recent years. By examining the soft and hard power used by these two countries in Africa, including activities in the fields of culture, politics, diplomacy, economics, and trade it is concluded that each of the powers is trying to increase their sphere of influence on this continent. In recent decades, using smart power has become one of the most important aspects of the foreign policy strategy of the great powers. In order to achieve their goals, Chinese and American's governments have taken effective steps to increase their influence and position in Africa. The main question of this study is: What is the place of using hard and soft power components and mechanisms in China and America's foreign policy towards Africa? In response to this hypothesis, a comparative-historical method is used to examine how the degree of overlap and balanced use of smart power tools and resources varies between China and America. The use of soft and hard power components by the two countries shows that China's elites in comparison with America, have been able to increase their position in Africa by creating harmony and balance use of smart power resources and tools without restrictions
