طراحي مدل ارزيابي عملكرد سازمان‌هاي توليدي با تمركز بر تحقق الزامات اقتصاد مقاومتي با رويكرد ISM (مورد مطالعه: شركت كلار صنعت)

Designing The Performance Evaluation Model Of The State Production Organizations Focusing On The Fulfillment Of The Resistive Economy With The Ism Approach (Studied Case: Kallar Sanat

با توجه به جنگ تمام‌عيار اقتصادي كه عليه جمهوري اسلامي ايران آغاز شده است و به تبع آن تهديد بروز تكانه‌هاي متعددي براي سازمان‌هاي ايراني، سياست‌هاي كلي اقتصاد مقاومتي بايد به عنوان نقشه راه برون‌رفت از بحران‌ها و كسب قابليت‌هاي اقتصادي مورد توجه سازمان‌ها قرار گيرد. از اين رو توجه و تمركز اين پژوهش به طراحي مدل ارزيابي ميزان تحقق سياست‌هاي كلي اقتصاد مقاومتي در سطح سازمان‌هاي توليدي مي‌باشد. مدلي كه به كمك آن مي‌توان علاوه بر ارزيابي عملكرد يك سازمان توليدي در راستاي تحقق الزامات اقتصاد مقاومتي و شناسايي وضع موجود، بر اساس شكاف‌هاي عملكردي تعيين شده و الگوي روابط فيمابين معيارهاي تابع و هادي، به انتخاب استراتژيك برنامه‌‌ها و پروژه‌هاي بهبود جهت نيل به الزامات اقتصاد مقاومتي پرداخت. در اين پژوهش، داده‌ها از طريق بررسي و مطالعه منابع كتابخانه‌اي، اسناد و مدارك، جمع‌آوري شده و ضمن استفاده از تكنيك گروه كانوني به عنوان يك روش مكمل، روش تحليل مضمون به كار گرفته شده و كدهاي پايه، زيرمعيارها(مضامين پايه) و معيارهاي مدل(مضامين سازمان دهنده) تعيين شده است. در ادامه با استفاده از رويكرد مدلسازي ساختاري- تفسيري (ISM)، معيارهاي اصليِ شناسايي شده در قالب پرسشنامه‌اي در اختيار 25 نفر عضو جامعه آماري هدف (به صورت تمام شماري) قرار گرفته و بر اساس آن، روابط ميان معيارها و ميزان شدت نفوذ يا وابستگي هر معيار تعيين گرديده است. در اين پژوهش تلاش شده است تا به تمام ابعاد و عرصه‌هاي اقتصاد مقاومتي، به مثابه نسخه معاصر نظام اقتصادي اسلام توجه شود. اين مدل شامل هفت معيار اصلي در چهار سطح و روابط فيمابين آن‌ها مي‌باشد.

Regarding the full-scale economic warfare against the Islamic Republic of Iran and, consequently, the threat of multiple impacts on Iranian organizations, the general policies of resistive economy should be considered as a road map for Confronting crises and economic capability of organizations. Therefore, the attention and focus of this research is on designing a model for assessing the extent to which general policies of resistive economy are realized at the level of government production organizations. In addition to evaluating the performance of a production organization in order to meet the requirements of a resilient economy and identify the status quo, the model can be used to strategically select programs and improvement projects to meet the requirements, based on performance gaps and the pattern of relationships between function and conductor criteria in order to achieve requirements of resistance economics. In this research, the data were collected through reviewing and studying library resources, documents, and using the focus group technique as a complementary method, the method of analysis of the subject was used and the base codes, sub-criteria (basic themes), and the criteria for the model (organizing content) were specified. In the following, using the Structural-Interpretative Modeling (ISM) approach, the main criteria identified were addressed to 25 members of the statistical population in the form of a questionnaire and based on which relations between the criteria and severity of influence or dependence of each criterion were determined. This research attempts to address all aspects of the resistive economy as a contemporary version of the Islamic economic system. This model consists of seven main criteria in four levels.
