چكيده فارسي :
زﻣﯿﻨﻪ و ﻫﺪف: ﻣﺪل ﻫﺎي ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد، ﻣﺒﻨﺎي ﺳﻨﺠﺶ و ﺑﻬﺒﻮد ﺳﯿﺴﺘﻢ ﻫﺎي ﻣﺪﯾﺮﯾﺘﯽ ﻫﺴﺘﻨﺪ. ﻫﺪف از اﯾﻦ ﭘﮋوﻫﺶ ﭘﺎﺳﺦ ﮔﻮﯾﯽ ﺑﻪ ﻧﯿﺎز ﮐﺎرﺧﺎﻧﻪ ﺷﯿﺮ ﺧﺸﮏ ﭘﮕﺎه ﺷﻬﺮ ﮐﺮد ﺟﻬﺖ ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد ﺳﯿﺴﺘﻢ ﻣﺪﯾﺮﯾﺖ اﯾﻤﻨﯽ، ﺑﻬﺪاﺷﺖ و ﻣﺤﯿﻂ زﯾﺴﺖ )HSE( از ﻧﻈﺮ ﺗﻄﺎﺑﻖ ﺑﺎ اﺳﺘﺮاﺗﮋي
ﻫﺎي ﺷﺮﮐﺖ ﺑﻮده اﺳﺖ. روش ﺑﺮرﺳﯽ: دراﯾﻦ ﭘﮋوﻫﺶ ﺑﺎ ﻣﻄﺎﻟﻌﻪ اﺳﺘﺎﻧﺪاردﻫﺎ و ﻣﺪل ﻫﺎي ﻣﻮﺟﻮد در زﻣﯿﻨﻪ ﻋﻤﻠﮑﺮد ﺳﯿﺴﺘﻢ ﻣﺪﯾﺮﯾﺖ HSE، ﻣﺪل ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد اﯾﻦ ﮐﺎرﺧﺎﻧﻪ در ﻗﺎﻟﺐ ﭼﺎرﭼﻮب ﮐﺎرت اﻣﺘﯿﺎزي ﻣﺘﻮازن )BSC( ﻃﺮاﺣﯽ ﺷﺪ. در اﯾﻦ ﻣﺪل ﭼﻬﺎر ﻻﯾﻪ ﻣﺎﻟﯽ، ﻣﺸﺘﺮي، ﻓﺮاﯾﻨﺪ داﺧﻠﯽ و رﺷﺪ و ﯾﺎدﮔﯿﺮي
ﺑﺎ 14 ﻣﻌﯿﺎر ارزﯾﺎﺑﯽ ﻋﻤﻠﮑﺮد و 43 زﯾﺮ ﺷﺎﺧﺺ ﺷﻨﺎﺳﺎﯾﯽ و ﻃﺒﻘﻪ ﺑﻨﺪي ﮔﺮدﯾﺪ. ﯾﺎﻓﺘﻪ ﻫﺎ : ﻧﺘﺎﯾﺞ ﺣﺎﺻﻞ از ﻣﺪل ﮐﺎرت اﻣﺘﯿﺎزي ﻣﺘﻮازن ﻧﺸﺎن داد ﮐﻪ ﺑﯿﺶ ﺗﺮﯾﻦ و ﮐﻢ ﺗﺮﯾﻦ اﻣﺘﯿﺎز در ﺑﯿﻦ ﻻﯾﻪ ﻫﺎي ﻣﻮرد ﻣﻄﺎﻟﻌﻪ ﺑﻪ ﺗﺮﺗﯿﺐ ﻣﺮﺑﻮط ﺑﻪ ﻓﺮاﯾﻨﺪﻫﺎي داﺧﻠﯽ ﺑﺎ ﻣﯿﺎﻧﮕﯿﻦ 69/28 و رﺷﺪ و ﯾﺎدﮔﯿﺮي ﺑﺎ ﻣﯿﺎﻧﮕﯿﻦ 56/66 اﺳﺖ. ﻫﻤﭽﻨﯿﻦ ﻣﯿﺎﻧﮕﯿﻦ ﮐﻠﯽ اﻣﺘﯿﺎز ﺷﺮﮐﺖ در ﻫﺮ ﭼﻬﺎر ﻻﯾﻪ ، 64/2 از100 اﺳﺖ ﮐﻪ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﮐﺴﺐ اﻣﺘﯿﺎز ﺑﺎﻻي 60 ، ﻧﺸﺎن دﻫﻨﺪه ﻋﻤﻠﮑﺮد ﻧﺴﺒﺘﺎ ﺧﻮب اﯾﻦ ﺳﺎزﻣﺎن در زﻣﯿﻨﻪ
ﻣﺪﯾﺮﯾﺖ HSE اﺳﺖ..
ﺑﺤﺚ و ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﺷﺎﺧﺺ ﻫﺎي ارزش ﻗﺎﺑﻞ اراﯾﻪ ﺑﻪ ﻣﺸﺘﺮﯾﺎن، ﻣﻤﯿﺰي و ﺑﻬﺒﻮد ﻣﻌﯿﺎر ﻫﺎي ﻋﻤﻠﮑﺮد HSE ، ﺗﻮﺳﻌﻪ ﺧﻂ ﻣﺸﯽ و اﻫﺪاف اﺳﺘﺮاﺗﮋﯾﮏ ، ﺳﺎزﻣﺎن دﻫﯽ و ﺗﺎﻣﯿﻦ ﻣﻨﺎﺑﻊ ﺟﻬﺖ ﻣﺪﯾﺮﯾﺖ HSE ، ﻣﺪﯾﺮﯾﺖ رﯾﺴﮏ در ﺣﻮزه HSE و ﺑﺮﻧﺎﻣﻪ رﯾﺰي و ﻃﺮاﺣﯽ ﺳﯿﺴﺘﻢ ﻫﺎي ﻻزم ﺟﻬﺖ اﺳﺘﻘﺮار اﺻﻮل HSE در ﺳﺎزﻣﺎن ﻣﻬﻢ ﺗﺮﯾﻦ ﻧﻘﺎط ﻗﻮت و ﺳﺮﻣﺎﯾﻪ اﻃﻼﻋﺎﺗﯽ، ﺳﺮﻣﺎﯾﻪ اﻧﺴﺎﻧﯽ و ارزش ﻗﺎﺑﻞ اراﯾﻪ ﺑﻪ ﺟﺎﻣﻌﻪ و دوﻟﺖ از ﻣﻬﻢ ﺗﺮﯾﻦ ﻧﻘﺎط ﻗﺎﺑﻞ ﺑﻬﺒﻮد ﺳﯿﺴﺘﻢ HSE ﺳﺎزﻣﺎن ﻣﻮرد ﻣﻄﺎﻟﻌﻪ ﻫﺴﺘﻨﺪ.
چكيده لاتين :
Background and Objectives: Functional evaluation models are the basis for measuring and improving management systems. The purpose of this research was to meet the needs of dry milk factory in Pegah Shahr E Kord to assess the performance of the HSE system in terms of compliance considering the company's strategies.
Methodology and Materials: In this research, with close investigation on standards and models in the field of performance of the HSE management system, the functional evaluation model of this factory was designed in the framework of a Balanced Scorecard Card (BSC). In this model, four layers of Financial, Customer, Internal business processes and Learning- growth were identified and classified with 14 function evaluation criteria and 43 sub-indicators.
Results: The results of the balanced scorecard model showed that the highest and lowest scores among the studied layers were internal processes with an average of 69.28 and learning-growth with an average of 56.66 respectively. Also, the overall average score of the company in all four layers calculated 64.2 out of 100 which, according to a standard score, the scores over 60, reflects the relatively good Function of the organization in the field of HSE management.
Conclusion: According to the results, Value Indicators presentable for Customers, Audit and Improvement of HSE Performance Indicators, Policy Development and Strategic goals, organization and provision of resources for HSE management, risk management for HSE, system planning and designing in order to establish the principles of HSE in the organization, are the most important strengths and information sources, also human capital and presentable value to society and government are the most important improvable parts of the HSE system in studied organization.
