Covid Crisis 19 and public policy theories

بحران ناشي از شيوع ويروس كرونا اين روزها از مرزهاي محل تولد خود يعني شهر ووهان چين عبور كرده و به بحراني بين-المللي تبديل شده است. سازمان بهداشت جهاني بيماري ناشي از اين ويروس (كوويد 19) را يك همه‌گيري گسترده جهاني اعلام كرده و دبير كل سازمان ملل بحران را بزرگترين بحران سلامت پس از جنگ دوم جهاني دانسته است. مساله كرونا اگر چه در بادي امر مساله‌اي پزشكي و مربوط به رابطه ميان پزشك و بيمار بنظر مي‌رسد، گستره و پيچيدگي آن به گونه‌ايست كه تمام ابعاد اقتصادي، اجتماعي، سياسي و فرهنگي جوامع امروزين را درگير مي‌كند. اين مساله، به همين دليل، مساله‌اي براي سياست گذاري عمومي است. مقاله حاضر نسبت بحران كرونا را با نظريه‌هاي سياست گذاري عمومي مي‌كاود. براي اين منظور پس از مروري سريع بر مباني نظري حوزه مطالعاتي سياست گذاري عمومي و معرفي يك رويكرد سيستمي به فرايند سياست گذاري، اين سيستم و اجزاي آن بر وضعيت جاري بيماري كوويد 19 و سياست‌هاي مرتبط با آن نقش شده و تلاش مي-شود تا تحليلي از ابعاد سياست گذارانه اين پاندمي ارائه گردد. تحليل ارائه شده در مقاله ضمن تشريح حلقه اصلي و اپيدميولوژيكِ سياست گذاري در اين مساله، محدوديت‌هاي اقتصادي و نهادي و محدوديت‌هاي ناشي از عملكرد ائتلاف‌هاي ذينفعان و همينطور محدوديت‌هاي ناشي از ايده‌ها و باورهاي بازيگران مرتبط با اين مساله را تبيين مي‌كند.

These days, the corona-related crisis has left its birthplace (China) and become an International hard problem. The problem seems, in the first place, to be a medical issue concerning the relationship between physician and patient. However, the extent and complexity of this issue is so that it includes all economic, social, political, and cultural aspects of today’s societies across the world. For this reason, this crisis is a problem to be explored and analyzed within the field of public policy. This paper explores the relationships between the corona crisis and the theories of public policy. For this purpose, firstly we conduct a quick review on the theoretical foundations of the field of public policy and then, integrate different views on the issue in a systemic approach to public policy. After that, we apply this systemic perspective and its ingredients to study the current situation of covid-19 and the policies related to it. By this way, we try to provide an analysis on the policy aspects of this pandemy. The analysis developed in the paper explains firstly the main circle of policy namely the epidemiological part of the system. After that, we explore the economic and institutional limitations of policy making in the issue. We also explain restrictions caused by the actions of advocacy coalitions and also limitations caused by ideas and beliefs of players connected to this crisis.
