سياست حمايتي از معلولان در اسناد بالا دستي جمهوري اسلامي ايران

Policy for the protection of the disabled in the upstream documents of the Islamic Republic of Iran

بيماري پديده اي نيست كه از خارج بر ما تحميل شده باشد. بيماري پتانسيلي دروني است كه در درون بدن موجودات وجود داشته و در حقيقت همه روزه در بدن توليد مي گردد. تامين سلامت شهروندان يكي از چالش هاي مهم هر نظام سياسي است. در اسلام به بيماران و نگهداري و خدمات به ايشان توجه ي ويژه اي شده است با توجه به اينكه ايران هم يك كشور اسلامي است بايد به حمايت از بيماران مخصوصا بيماران كم توان توجه ويژه اي مبذول دارد. كشورهاي توسعه يافته نيز نسبت به معلولان توجه فراواني را مبذول داشته اند. اين مقاله تلاش دارد تا از طريق مطالعه قانون اساسي، برنامه هاي توسعه جمهوري اسلامي ايران و چشم انداز بيست ساله كه اسناد بالادستي مكتوب در جمهوري اسلامي است به مطالعه سياستهاي كلان در حمايت از معلولان پرداخته است. روش اين مقاله نيز در واقع براساس مطالعه اسناد مكتوب بالادستي است.

Disease is not a phenomenon imposed on us from outside. Disease is an internal potential that exists within the body of organisms and is actually produced daily in the body. Ensuring the health of citizens is one of the most important challenges of any political system. In Islam, special attention has been paid to patients and their care and services. Considering that Iran is also an Islamic country, special attention should be paid to supporting patients, especially the disabled. Developed countries have also paid a lot of attention to the disabled. This article tries to study the macro policies in support of the disabled by studying the constitution, development plans of the Islamic Republic of Iran and the 20-year perspective, which is written upstream documents in the Islamic Republic. The method of this article is actually based on the study of upstream written documents.
