پس از فتح تهران و استقرار دوباره نظام مشروطيت تلاش براي روند نوسازي قوت گرفت. بدين‌سبب احزاب دموكرات و اعتداليون روش‌هاي متفاوتي را در مرامنامه‌ايشان مطرح كردند كه موجب اختلاف در ميان آنان شد. چنان‌كه برنامه ضعيف اعتداليون مقابل انديشه‌هاي آزادي‌خواهانه و مساوات‌طلبانه دموكرات‌ها، كه از اركان تحول اقتصادي‌ـ‌اجتماعي مرام‌نامه آنان به‌شمار مي‌رفت، قرار گرفت. بنابراين، محمد‌ امين رسول‌زاده با پيشينه سوسياليستي در قفقاز و از رهبران فرقه دموكرات به‌منظور نقد و بررسي مرام‌نامه اعتداليون، اين موضوع را در رساله «تنقيد فرقه اعتداليون»، بر اساس مواضع ماترياليسم تاريخي پرداخت تا ارتباط منافع طبقه حاكم با قالب سياسي را تشريح نمايد. بدين‌ترتيب، با‌‌‌‌‌‌توجه بر گردآوري اسنادي داده‌ها و معرفي يك رساله حزبي داراي ايدئولوژي ماركسيستي، روش توصيف و تبيين به‌كار رفته است. حاصل آن‌كه رسول‌زاده با ناكارآمد خواندن برنامه اعتداليون، قصد بيان نابودي مناسبات ارباب‌ـ‌رعيتي را داشت كه اين امر، با مرام‌نامه دموكرات‌ها يكسان بود.
