آنچه د راين نوشتار دنبال مي شود بيان راهكارهاي ارتقاي معنويت واخلاق درتحقق نظام پيشرفته اسلامي است .انتظام وحيات جوامع بشري درگرووجودحكومت وحاكميت مجموعه قوانيني است كه درآن اجتماع وجود داشته وپذيرفته شده است .حتي انسانهاي اوليه نيزازنوعي برپايي مقررات وحكومت ابتدايي برخورداربودند . پيامبران الهي درتحقق اهداف رسالت خود درپي تشكيل حكومت برامدند تا اساسي ترين برنامه" يگانه پرستي واجراي عدالت "را د رميان مردمان داشته باشند ،”اخلاق ومعنويت “را در ميان جوامع بشري رشد داده وموجبات دست يابي به كمالات وسعادتمندي را فراهم اورند .نويسنده برآن است براي تحقق اخلاق وتقويت معنويت د رحكومت اسلامي درجوامع مسلمان راهكارهاي فراواني وجود دارد كه دراين فرصت پيش امده به مواردي چند دراين باره پرداخته مي شود .ودراين راستا از مصحف شريف ونهج البلاغه وكتبي از بزرگان بهره گرفته شده است .قران كريم درايات متفاوتي مردم را به رعايت عدالت وآراسته شدن به اخلاق نيكودعوت نموده است واين خود مي تواند الگوي مناسبي براي زمامداران درنظام اسلامي باشد وبتوانند جامعه اسلامي را رشد وتعالي بخشند.ازطرف ديگر پيشوايان ديني اسلام بعنوان تبئين كننده واقعي آيات حق نيز توصيه هاي زيادي دراين باره دارند كه نويسنده به آنها مي پردازد .
