چكيده فارسي :
اكنون نزديك به دو دهه است كه رستاخيز علمي در كشور آغاز شده و با سرعتي كه براي ناظران جهاني غافلگيركننده بود، يعني يازده برابر شتاب رشد متوسّط علم در جهان به پيش رفته است. دستاوردهاي دانش و فنّاوري ما در اين مدّت كه ما را به رتبه‌ي شانزدهم در ميان بيش از دويست كشور جهان رسانيد و مايه‌ي شگفتي ناظران جهاني شد و در برخي از رشته‌هاي حسّاس و نو پديد به رتبه‌هاي نخستين ارتقاء داد، همه‌و همه در حالي اتّفاق افتاده كه كشور دچار تحريم مالي و تحريم علمي بوده است. اگر علم نباشد، توليد هم صدمه ميبيند؛ كشور با علم پيش ميرود. بدون انواع دانش، اقتدار كشور امكانپذير نيست. دانش اقتدار مي‌آورد وآشكارترين وسيله‌ي عزّت و قدرت يك كشور، دانش است. اين مقاله با مروري بر بيانات مقام معظم رهبري در حوزه علم و پژوهش در قالب يك مدل مفهومي با پنج بعد بومي سازي دانش، خلاقيت، نوآوري و كارآفريني، تقويت روحيه پژوهش محوري، آموزش و پرورش، توليد علم وكاربردي كردن علم، سعي در تبيين بيانيه گام دوم انقلاب داشته است.

It has been almost two decades since the scientific resurrection in the country began and it has progressed at a rate that was surprising to world observers, that is, eleven times faster than the average growth of science in the world. The achievements of our knowledge and technology during this period, which brought us to the 16th place among more than two hundred countries in the world and to the astonishment of world observers, and to some places in some sensitive and emerging fields, all happened while the country It has been subject to financial and scientific sanctions. If there is no science, production will be harmed; The country is moving forward with science. Without all kinds of knowledge, the authority of the country is not possible. Knowledge brings authority, and the most obvious means of a country's dignity and power is knowledge. This article reviews the statements of the Supreme Leader in the field of science and research in the form of a conceptual model with five dimensions of knowledge localization, creativity, innovation and entrepreneurship, strengthening the spirit of research, education, science production and application of science, trying to explain The statement was the second step of the revolution.
