تحليل و ارزيابي مشاركت هاي مردمي در توسعه محله اي با استفاده از مدل تاپسيس(مطالعه موردي: منطقه 6 تهران)

Analysis and Evaluation of Public Participation in Neighborhood Development Using Topsis Model (Case Study: District 6 of Tehran)

همواره محله ها به عنوان كوچكترين واحد تقسيمات شهري و سلول هاي تشكيل دهنده بافت شهري در نظام برنامه ريزي شهري نقش خاصي را ايفا مي كند . از آنجا كه محلات در كنار همديگر به شهر معنا و هويت مي بخشند ،در بسياري از شهرها با بحران ها و مشكلات محله اي روبه رو هستند. منطقه 6 شهر تهران نيز با دارا بودن ويژگي هاي نظير قدمت منطقه ، موقعيت تجاري و مشكلات كالبدي و مديريتي با معضلات متفاوتي روبه رو است و بنابراين رويكرد ميزان مشاركت شهروندان در توسعه محله ها از جمله فرآيندهايي مي باشد كه مي تواند تاثيرات بسزايي در رشد و بهبود وضعيت محله ها ايفا نمايد .در اين راستا پژوهش حاضر با روش توصيفي-تحليلي و كاربردي به تحليل و ارزيابي مشاركت هاي مردمي در توسعه محله اي با استفاده از مدل Topsis در منطقه 6 تهران پرداخته است . جامعه آماري تحقيق را صاحب نظران حوزه هاي جغرافياي سياسي مديريت شهري تشكيل مي دهند كه حجم نمونه تعداد 35 نفر مشخص گرديد.در پژوهش حاضر ، پنج معيار، ميزان مشاركت در اداره امور محله ، مشاركت در حفظ فضاي سبز محله ، مشاركت در تصميم گيري هاي شهري ، اطلاع رساني مشكلات محله به مديران و سطح توسعه يافتگي محله مورد بررسي شد . نتايج نشان داد نواحي 1 ، 2 و 6 از ميزان مشاركت تقريبا يكسان و بالايي برخوردار مي باشند و در اين ميان ناحيه 4 و سپس ناحيه 5 از كمترين ميزان مشاركت در سطح منطقه 6 تهران برخوردار مي باشند.

Neighborhoods, as the smallest unit of urban divisions and cells that form the urban fabric, always play a special role in the urban planning system. Because neighborhoods together give meaning and identity to the city, many cities today face neighborhood crises and problems. District 6 of Tehran, with its characteristics such as the age of the area, business situation and physical and managerial problems, is facing different problems, and therefore the approach of citizen participation in the development of neighborhoods is one of the processes that can have significant effects. Play in the growth and improvement of neighborhoods. In this regard, the present study uses descriptive-analytical and applied methods to analyze and evaluate people's participation in neighborhood development using the Topsis model in District 6 of Tehran. The statistical population of the present study consists of experts in the fields of political geography of urban management with a sample size of 35 people. In the present study, five criteria were examined: the level of participation in the management of neighborhood affairs, participation in maintaining the green space of the neighborhood, participation in urban decisions, informing the managers of neighborhood problems and the level of neighborhood development. The results showed that areas 1, 2 and 6 have almost the same and high participation rate and in the meantime, District 4 and then District 5 have the lowest level of participation in District 6 of Tehran.
