چكيده فارسي :
اين مقاله با توجه به اهميت فوق العاده شهر تبريز از جنبه هاي سياسي ، اقتصادي ، اجتماعي و غيره از يك سو و حادثه (لرزه) خيزي زياد آن از سوي ديگر ، ابتدا اهم مطالعات انجام شده در خصوص برنامه ريزي و طراحي شهري با در نظر گرفتن سوانح طبيعي و نيز مطالعات خاص تبريز در اين رابطه به اختصار مرور گرديده است. نگاهي كه تا كنون در مديريت سوانح و مديريت شهري وجود داشته، بيشتر نگاه مقابله اي و كاهش مخاطرات بوده است. دراين ميان، مفهوم آسيب پذيري و مديريت ريسك ، مفهوم جديدي است كه بيشتر در مواجهه با ناشناخته ها و عدم قطعيتها به كار برده ميشود. بنابراين نقش مديريت ريسك در رويارويي با حوادث طبيعي با تاكيد بر زلزله احتمالي آينده مورد تحليل قرار گرفته، هدف از اين مطالعه، مديريت ريسك، ارزيابي و سنجش ميزان آسيب پذيري منطقه 8 كلانشهر تبريز در تهديد مخاطره زلزله مي باشد. اين مقاله توصيفي كاربردي است. بنابراين، ابتدا مؤلفه ها و ابعاد مطرح در آسيب پذيري شهري تهيه گرديد. سپس با استفاده از ديدگاه خبرگان و نيز مطالعات تطبيقي، ابعاد و مؤلفه هاي نهايي تهيه و با تحليل پرسشنامه ها و انجام مطالعات و محاسبات لازم ميزان آسيب پذيري كلانشهر تبريز در ابعاد و مؤلفه هاي مختلف مورد ارزيابي و سنجش قرار گرفت. و در نهايت ضمن ارزيابي نقاط ضعف و قوت و تهديد و فرصت، با روش swotراهبردهاي آينده منطقه 8 كلانشهر تبريز ارائه شد.

Considering the extraordinary importance of the city of Tabriz in terms of political, economic, social and other aspects, on the one hand, and this on the other hand, this paper, on the one hand, and its high-seismicity, on the other hand, are first of all important studies on urban planning and design. Natural disasters and special studies of Tabriz have been briefly reviewed in this regard. The view that has existed in disaster management and urban management so far has been more coping and mitigating. Meanwhile, the concept of vulnerability and risk management is a new concept that is used more in the face of unknowns and uncertainties. Therefore, the role of risk management in dealing with natural disasters with an emphasis on future probable earthquakes has been analyzed. The purpose of this study is to evaluate the risk management, evaluation and assessment of the vulnerability of Tabriz Metropolitan Area 8 in earthquake hazards. This article is descriptive. Therefore, at first, the components and dimensions of urban vulnerability were prepared. Then, using experts' viewpoints, as well as comparative studies, the dimensions and final components were prepared and analyzed by analyzing the questionnaires and performing the necessary calculations and calculations of the vulnerability of the metropolitan metropolis of Tabriz in different dimensions and components. Finally, by evaluating the weaknesses, strengths, threats and opportunities, the future strategies of the 8th metropolitan area of Tabriz were presented by swot method.
