در نظام خلافت ماوردي، مخالفان چه جايگاهي دارند و احيانا از چه حقوقي بهره مندند؟ يافته هاي اين مقاله نشان مي دهد: در نظام خلافت ماوردي، مي توان مخالفان عقيدتي، سياسي و مخالفان عقيدتي-سياسي را از هم بازشناخت. مهمترين مخالفان عقيدتي كافران ذمي و مرتدان هستند.كافران ذمي از حقوق مدني و اجتماعي و سياسي برخوردارند، هرچند از منظر مدني، اجتماعي و سياسي با اكثريت مسلمان برابر نيستند،مرتدان از تمامي حقوق مدني و اجتماعي و سياسي محرومند. مهمترين مخالفان عقيدتي-سياسي، باغيان هستند. باغيان مشروط بر اين كه از نظام خلافت، اعلان استقلال نكنند، داراي حقوق اوليه مدني و اجتماعي هستند، و در درون نظام خلافت در مرتبه اي همتراز با مخالفان عقيدتي قرار مي گيرند. البته مخالفان عقيدتي-سياسي فاقد حقوق سياسي اند.مهمترين مخالفان سياسي، محاربان هستند. محاربان به واسطه اين كه خطري بنيادين براي نظام سياسي محسوب مي شوند و به كنش خشونت آميز مسلحانه مبادرت مي كنند، از كليه حقوق مدني، اجتماعي و سياسي محرومند و هيچ جايگاهي در درون نظام خلافت ندارند. مقاله حاضر از روش خوانش متن -زمنيه محور براي تحليل محتواي كتاب احكام السلطانيه بهره مي برد.
