تأثير اجراي بازنشستگي مشاغل سخت و زيان آور بر منابع و مصارف سازمان تأمين اجتماعي

Investigating the impact of hard and harmful retirement on the resources and expenditures of the Social Security Organization

در مقاله حاضر طرح بازنشستگي در مشاغل سخت و زيان آور از لحاظ بار مالي بر سازمان تامين اجتماعي در دو حالت مقايسه با شرايط عادي بازنشستگي و مقايسه با قانون اوليه بازنشستگي در مشاغل سخت و زيان آور (موضوع تبصره 2 ماده 79 قانون تامين اجتماعي) ، مورد بررسي قرار گرفته است . نتايج اين مقاله بيانگر آن است كه طرح بازنشستگي در مشاغل سخت و زيان آور بارمالي عظيمي براي سازمان داشته است. بنحويكه هزينه هاي طرح به قيمت هاي پايه و اسمي سال 1394 در حالت اول (مقايسه با شرايط عادي بازنشستگي) به ترتيب 7.4 و 2.5 برابر درآمدهاي طرح ، و در حالت دوم (مقايسه با قانون قبلي سخت و زيان آور) به ترتيب 5.2 و 2 برابر درآمدهاي طرح بوده است كه اين امر روند نقطه سربه سري منابع و مصارف سازمان را كه طي سالهاي اخير از معضلات اصلي سازمان بوده است، سرعت بخشيده است. همچنين نتايج بيانگر آن است كه در صورت توجه به همه ابعاد هزينه اي طرح براي سازمان تامين اجتماعي در قوانين تصويبي (موضوع بخشنامه شماره 11) ، اجراي اين طرح (و به طور كلي چنين طرح هايي) هيچ گونه بار مالي اي براي سازمان تامين اجتماعي نخواهد داشت .

In this article, the retirement plan in difficult and harmful businesses in terms of financial burden on social security organization in two ways comparing to normal retirement conditions and comparison with the initial retirement provision in hard and harmful businesses (subject of Note 2 of Article 79 of the Social Security Code) Reviewed.
