ارزيابي مراكز مشاوره شاهد و ايثارگر براساس الگوي سيپ در استان‌هاي منتخب ايران

Evaluation of Martyr and Sacrificer Counseling Centers Based on the Cipp Model in Selected Provinces of Iran

اهداف: مراكز مشاوره شاهد و ايثارگر نقش مهمي در ارايه انواع خدمات مشاوره در زمينه‌هاي مختلف به جامعه شاهد و ايثارگر دارند؛ لذا ضروري است كيفيت اين خدمات با عنايت به نگرش سيستمي بررسي شود. اين پژوهش با هدف ارزيابي مراكز مشاوره شاهد و ايثارگر براساس الگوي سيپ در استان‌هاي منتخب ايران انجام پذيرفت. ابزار و روش‌ها: اين پژوهش توصيفي در سال 98-1397 روي 382 نفر از مراجعان، 100 نفر از مشاوران و 22 نفر از كارشناسان مراكز مشاوره شاهد و ايثارگر در استان‌هاي تهران، خوزستان، آذربايجان شرقي، گيلان و خراسان رضوي انجام شد. نمونه‌ها به روش نمونه‌گيري طبقه‌اي تصادفي نسبتي انتخاب شدند. براي جمع‌آوري اطلاعات از سه پرسش‌نامه مشاوران، مديران و مراجعان و يك چك‌ليست استفاده شد. يافته‌ها: كيفيت زمينه‌ها، درون‌دادها، فرآيندها و برون‌دادهاي مراكز شاهد و ايثارگر از حيث منابع انساني در تمام استان‌هاي منتخب تا حدود زيادي در سطح مطلوب بودند. به گونه‌اي كه مراجعان و كارشناسان مدير مسئول از عملكرد مشاوران رضايت بالايي داشتند و مشاوران از عملكرد كارشناسان رضايت داشتند. اما عوامل مادي و كالبدي اين مراكز مانند بودجه، فضا، امكانات، تسهيلات در سطح نسبتاً پاييني از مطلوبيت ارزيابي شدند. در حالي كه رضايت از منابع مالي و مادي مراكز با اخذ امتياز 57/2 در سطح نامطلوب ارزيابي شد. تجهيزات و تسهيلات تخصصي در مراكز به ميزان لازم وجود نداشتند. نتيجه‌گيري: ميزان كيفيت منابع انساني از حيث تخصص و تجربه در مقايسه با كيفيت عوامل سازماني و مادي در مراكز شاهد و ايثارگر تمام استان‌هاي منتخب ايران در سطح بالايي از مطلوبيت ارزيابي مي‌شود.

Aims: Martyr and Sacrificer Counseling Centers play an important role in providing various counseling services in different fields to the Martyr and Sacrificer Society; therefore, it is necessary to check the quality of these services with regard to the systemic approach. The aim of this study was to evaluate Martyr and Sacrificer Counseling Centers based on the Cipp model in selected provinces of Iran. Instruments & Methods: This deccriptive study was conducted on 382 clients, 100 consultants and 22 experts of Martyr and Sacrificer Counseling Centers in Tehran, Khuzestan, East Azerbaijan, Gilan and Khorasan Razavi provinces in 2018-2019. Samples were selected by stratified random sampling method. Three questionnaires for consultants, clients and experts, and a checklist were used to gather information. Findings: The quality of fields, inputs, processes and outputs of Martyr and Sacrificer Counseling Centers in terms of human resources in all selected provinces were largely at the desired level. In such a way that the clients and experts of the responsible manager were very satisfied with the performance of the consultants. an‎d the consultants were satisfied with the performance of the experts, but the material and physical factors of these centers such as budget, space, and facilities were evaluated at a relatively desirable level. While the satisfaction with the financial and material resources of the centers was evaluated by obtaining a score of 2.57 at an undesirable level. There were not enough specialized equipment and facilities in the centers. Conclusion: The quality of human resources in terms of expertise and experience in comparison to the quality of organizational and material factors in Martyr and Sacrificer Counseling Centers in selected provinces of Iran is assessed at a high level of desirability.
