چالش تخصص‌گرايي در سازمان تأمين اجتماعي

Challenge of Specialization in Social Security Organization of Iran

هدف تكنوكراسي (فن سالاري) و تخصص گرايي پديده اي است كه براي مديريت حيات پيچيده مدرن گريزناپذير است. دولت هاي مدرن و از جمله دولت ايران براي تامين حيات جامعه و كسب مشروعيت اقداماتي انجام دادند كه وجوهي تكنوكراتيك داشته است؛ نظير تاسيس بيمه هاي اجتماعي و سازمان تامين اجتماعي. اما سازمان تامين اجتماعي در ايران، اكنون از منظر تكنوكراتيك با چالش مواجه شده است. اين پژوهش كه با رويكرد نظري دولت در جامعه (ميگدال)، و توجه به خاص بودگي موضوع در ايران صورت گرفت، در پي فهم و تبيين اين چالش بوده است. روش اين پژوهش با استفاده از روش تحقيق نظريه مبنايي انجام شد. گردآوري داده ها نيز به شيوه اسنادي و مصاحبه اي و تحليل آنها به شيوه كيفي صورت گرفت. يافته ها و نتيجه يافته هاي حاصل از پژوهش نشان مي دهد اين چالش با عوامل درون سازماني و برون سازماني (ديگر بخش هاي قوه مجريه و دولت) هم در مقطع كنوني و هم چندين دهه تاريخ تحولات دولت مدرن در ايران مرتبط است. به علاوه، بخش هاي مختلف دولت مدرن از جمله سازمان تامين اجتماعي چه از منظر فرازونشيب چالش تكنوكراسي در آنها و چه از منظر پي گيري اهداف و منافع خود، لزوما با يكديگر هم سو نيستند.

Objective: Technocracy and specialization are phenomena that are inevitable for the management of complex modern life. Modern governments, including the government of Iran, have taken technocratic measures to ensure the survival and legitimacy of society - such as the establishment of social insurance and social security organization. However, this organization is now facing a challenge from a technocratic point of view. This study, which was conducted with the theoretical approach of the government in society (Migdal), besides paying attention to the specificity of the issue in Iran, has sought to understand and explain this challenge. Method: The research is based on method of grounded theory. Data was also collected through documentation and interviews, and the analysis was done qualitatively. Findings and Results: The results show that the challenge is related to internal and external organizational factors (other parts of the Executive Power and Government) both at present time as well as the previous decades of modern government evolution in Iran. In addition, the various branches of modern government, including the social security organization, are not necessarily aligned – whether in terms of the ups and downs of the technocracy challenge, or pursuing their own goals and interests.
