Designing a Model for Improving Soft Power Capacity in the Defense Policy of the Islamic Republic of Iran, Emphasizing on the Strategies for Its Realization

چگونگي تأمين امنيت و مقابله با تهديدات و مخاطرات محيط پيراموني، يكي از موضوعاتي است كه در صدر اولويت تصميم­گيري­ و سياست‌گذاري­ دفاعي ـ امنيتي دولت­ها قرار دارد. دراين‌بين، باتوجه‌به گسترش تهديدات نرم، توجه به ابعاد مختلف قدرت نرم در كنار قدرت سخت، در پيگيري سياست­ هاي دفاعي و امنيتي ضرورت پيدا مي ­كند. كشورهايي كه از ظرفيت­ هاي قدرت نرم در سياست‌گذاري ­هاي دفاعي خود درست استفاده نمايند، پيروزي ­هاي قابل‌توجهي را در حوزه دفاع و امنيت بدون صرف هزينه ­هاي گزاف نظامي، به‌ارمغان خواهند آورد. ازاين­رو، در اين پژوهش تلاش شده است الگويي از چگونگي ارتقاي ظرفيت‌هاي قدرت نرم در سياست‌گذاري دفاعي ج.ا.ايران ارائه شود. براي اين كار، به شيوه ميداني (مصاحبه) داده­ ها و اطلاعات جمع­ آوري و با استفاده از روش گرانددتئوري (داده‌بنياد)، تجزيه‌وتحليل كيفي داده ­ها انجام گرفته است. جامعه آماري اين تحقيق شامل تعداد 22 نفر از استادان، صاحب­ نظران، پژوهشگران و كارشناسان حوزه پژوهش است كه با استفاده از روش تعيين نمونه‌گيري زنجيره‌اي انتخاب شده ­اند. نتايج حاصله حاكي از آن است كه ارتقاي ظرفيت­ هاي قدرت نرم در سياست‌گذاري دفاعي ج.ا.ايران، آثار و پيامدهاي موفقيت ­آميز و مثبتي را هم در حوزه تدوين و هم در حوزه اجراي سياست­ هاي دفاعي و همچنين پيامدهاي مثبتي را در سطح ملي و سطح بين ­المللي براي جمهوري اسلامي ايران درپي دارد.

Ways of ensuring security and confronting environmental threats and dangers involves top priorities of government’s decision-making and policymaking. In the meantime, due to the upgrading of soft threats, it is necessary to consider various dimensions of soft power, along with hard power, in pursuing defense and security policies. Countries which make good use of their soft power capacities in their defense policies achieve significant successes in their defense and security without suffering from excessive military costs. Hence, this study is intended to make an attempt to design a model for improving the capacity of soft power in the defense policy of the Islamic Republic of Iran. To do this, the data was collected by survey method (interviews), and qualitative data analysis (grand theory method) was used for data analysis. The statistical population of this study consists of 22 professors, experts, and researchers in the field of this research selected by chain sampling method. The results indicated that the enhancement of soft power capacities in Iranian defense policy can bring about both positive and successful effects and implications in the formulation and implementation of defense policies. It can also result in positive outcomes at national and international levels for the Islamic Republic of Iran.
