ﭼﮑﻴﺪﻩ
ﺯﻣﻴﻨﻪ: ﺍﻣﺮﻭﺯﻩ ﻫﻤﻪ ﺍﻧﺪﻳﺸﻤﻨﺪﺍﻥ ﻭ ﺻﺎﺣﺒﻨﻈﺮﺍﻥ ﺑﻪ ﺿﺮﻭﺭﺕ ﻭﺟﻮﺩﻱ ﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺗﺮﺑﻴﺘﻲ ﻭ ﺍﻭﻟﻮﻳﺖ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﻧﺴﺒﺖ ﺑﻪ ﺩﻳﮕﺮ ﻓﻌﺎﻟﻴﺖ ﻫﺎﻱ ﺍﺟﺘﻤﺎﻋﻲ ﺭﺳﻴﺪﻩ ﺍﻧﺪ. ﺍﺯ ﺁﻧﺠﺎﻳﻲ ﮐﻪ ﺧﻂ ﻣﺸﻲ ﻫﺎ ﻧﻘﺸﻪ ﺭﺍﻩ ﻭ ﺍﻟﮕﻮﻱ ﻋﻤﻞ ﺣﺎﮐﻤﻴﺖ ﻭﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺗﺎﺑﻌﻪ ﻣﺤﺴﻮﺏ ﻣﻲ ﺷﻮﻧﺪ، ﻟﺬﺍ ﺍﺟﺮﺍﻱ ﺩﺭﺳﺖ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﺑﺮﺍﻱ ﺩﺳﺖ ﻳﺎﺑﻲ ﺑﻪ ﺍﻫﺪﺍﻑ ﺗﻌﻴﻴﻦ ﺷﺪﻩ ﺍﺯ ﺍﻫﻤﻴﺖ ﺑﺴﺰﺍﻳﻲ ﺑﺮﺧﻮﺭﺩﺍﺭ ﺍﺳﺖ.
ﻫﺪﻑ: ﭘﮋﻭﻫﺶ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪﻑ ﻃﺮﺍﺣﻲ ﻣﺪﻝ ﺍﺟﺮﺍﻱ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﻭﺯﺍﺭﺕ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﺑﺎ ﺍﺳﺘﻔﺎﺩﻩ ﺍﺯ ﺭﻭﺵ ﻣﺪﻟﺴﺎﺯﻱ ﺳﺎﺧﺘﺎﺭﻱ ﺗﻔﺴﻴﺮﻱ ﺍﻧﺠﺎﻡ ﭘﺬﻳﺮﻓﺖ.
ﺭﻭﺵ ﻫﺎ: ﺍﻳﻦ ﭘﮋﻭﻫﺶ ﺍﺯ ﻧﻈﺮ ﺭﻭﺵ ﺁﻣﻴﺨﺘﻪ، ﺑﺮ ﻣﺒﻨﺎﻱ ﭘﮋﻭﻫﺶ ﻫﺎﻱ ﮐﻴﻔﻲ ﻭ ﮐﻤﻲ ﻭ ﺍﺯ ﻧﻮﻉ ﭘﮋﻭﻫﺶ ﻫﺎﻱ ﻗﻴﺎﺳﻲ ﺍﺳﺘﻘﺮﺍﻳﻲ ﺍﺳﺖ. ﺟﺎﻣﻌﻪ ﺁﻣﺎﺭﻱ ﭘﮋﻭﻫﺶ ﺧﺒﺮﮔﺎﻥ ﻭﺯﺍﺭﺕ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﻫﺴﺘﻨﺪ ﮐﻪ ﺑﺎ ﺍﺳﺘﻔﺎﺩﻩ ﺍﺯ ﺭﻭﺵ ﻧﻤﻮﻧﻪ ﮔﻴﺮﻱ ﻫﺪﻓﻤﻨﺪ 36 ﻧﻔﺮ ﺍﺯ ﺁﻧﺎﻥ ﺑﻪ ﻋﻨﻮﺍﻥ ﺍﻋﻀﺎﻱ ﻧﻤﻮﻧﻪ ﺍﻧﺘﺨﺎﺏ ﺷﺪﻧﺪ. ﺍﺑﺰﺍﺭ ﮔﺮﺩﺁﻭﺭﻱ ﺍﻃﻼﻋﺎﺕ ﺩﺭ ﺑﺨﺶ ﮐﻴﻔﻲ ﻣﺼﺎﺣﺒﻪ ﻭ ﺩﺭ ﺑﺨﺶ ﮐﻤﻲ ﭘﺮﺳﺸﻨﺎﻣﻪ ﺑﻮﺩ ﺩﺍﺩﻩ ﻫﺎﻱ ﭘﮋﻭﻫﺶ ﺑﺎ ﺍﺳﺘﻔﺎﺩﻩ ﺍﺯ ﺭﻭﺵ ﻣﺪﻟﺴﺎﺯﻱ ﺳﺎﺧﺘﺎﺭﻱ ﺗﻔﺴﻴﺮﻱ ﺗﺤﻠﻴﻞ ﺷﺪ.
ﻳﺎﻓﺘﻪ ﻫﺎ: ﻣﻬﻤﺘﺮﻳﻦ ﻳﺎﻓﺘﻪ ﻫﺎﻱ ﭘﮋﻭﻫﺶ ﻋﺒﺎﺭﺗﻨﺪ ﺍﺯ: ﺗﺪﻭﻳﻦ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﭘﺎﻳﺪﺍﺭﻣﻨﻄﺒﻖ ﺑﺮ ﻭﺍﻗﻌﻴﺎﺕ ﻭﻣﺘﻨﺎﺳﺐ ﺯﻣﺎﻥ؛ﺗﺪﻭﻳﻦ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﺍﻧﮕﻴﺰﻩ ﺳﺎﺯ ﻭ ﺍﻫﺘﻤﺎﻡ ﺑﻪ ﻣﺸﺎﺭﮐﺖ ﺫﻳﻨﻔﻊ ﮔﺮﺍ؛ ﺳﻨﺠﺶ ﻭﺍﺭﺯﻳﺎﺑﻲ ﻣﺪﺍﻡ؛ ﮐﻔﺎﻳﺖ ﻣﻨﺎﺑﻊ ﻭ ﻣﺸﺎﺭﮐﺖ ﻋﻤﻠﻲ ﻫﻤﻪ ﻱ ﺑﺨﺶ ﻫﺎﻱ ﺗﺨﺼﺼﻲ ﻭ ﻋﻤﻮﻣﻲ
ﻧﺘﻴﺠﻪ ﮔﻴﺮﻱ: ﻟﺰﻭﻡ ﺗﺪﻭﻳﻦ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﭘﺎﻳﺪﺍﺭﻣﻨﻄﺒﻖ ﺑﺮﻭﺍﻗﻌﻴﺎﺕ، ﻣﺘﻨﺎﺳﺐ ﺯﻣﺎﻥ ﻭﺫﻳﻨﻔﻊ ﮔﺮﺍ ﺑﺎ ﺑﻬﺮﻩ ﮔﻴﺮﻱ ﺍﺯﺗﮑﻨﻮﻟﻮﮊﻱ ﺭﺍ ﻣﻲ ﺗﻮﺍﻥ ﻣﻬﻤﺘﺮﻳﻦ ﻋﺎﻣﻞ ﺍﺟﺮﺍﻱ ﺑﻬﻴﻨﻪ ﺧﻂ ﻣﺸﻲ ﻫﺎﻱ ﻭﺯﺍﺭﺕ ﺁﻣﻮﺯﺵ ﻭ ﭘﺮﻭﺭﺵ ﺩﺭ ﻧﻈﺮ ﮔﺮﻓﺖ.
چكيده لاتين :
The aim of this study was to design a model for implementing the policies of the Ministry of Education using interpretive structural modeling. This research is a mixed method, based on qualitative and quantitative research and inductive deductive research.The statistical population of the study is the experts of the Ministry of Education who were selected as sample members using purposive sampling method based on the principle of theoretical adequacy. Data collection tools were in the qualitative part of the interview and in the quantitative part of the questionnaire, whose validity and reliability were confirmed using the CVR index and Kappa Cohen test and content validity and reliability of the retest, respectively. Research data were analyzed using interpretive structural modeling. The results of the research include identifying the factors affecting the implementation of the policies of the Ministry of Education and developing a research model. The most important of these include the formulation of Stable policies and time; formulation of incentive policies and dedication to interest - oriented partnerships; sensing of continuous resources; competence of resources and practical participation of all specialized and public sectors.
