چكيده فارسي :
ﺯﻣﻴﻨﻪ ﻭ ﻫﺪﻑ ﭘﮋﻭﻫﺶ: ﻣﻘﺎﻟﻪ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪﻑ ﺗﺒﻴﻴﻦ ﺍﻟﮕﻮﻱ ﺷﮑﻞ ﮔﻴﺮﻱ ﺳﻴﺴﺘﻢ ﻫﺎ ﺑﺎ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ ﺑﺎ ﺭﻭﻳﮑﺮﺩ ﮐﺎﻫﺶ ﺑﻄﺎﻟﺖ ﺍﺟﺘﻤﺎﻋﻲ ﺩﺭ ﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺩﻭﻟﺘﻲ ﺍﺳﺖ ﮐﻪ ﺑﻪ ﺍﺣﻴﺎﻱ ﻣﻮﺿﻮﻉ ﺑﻄﺎﻟﺖ ﺍﺟﺘﻤﺎﻋﻲ ﺩﺭ ﻧﻈﺎﻡ ﺍﺩﺍﺭﻱ ﮐﺸﻮﺭ ﭘﺮﺩﺍﺧﺘﻪ ﺍﺳﺖ.
ﺭﻭﺵ ﻫﺎ: ﻃﺮﺡ ﻣﻄﺎﻟﻌﻪ ﺣﺎﺿﺮ ﺍﺯ ﻧﻮﻉ ﺭﻭﺵ ﺗﺮﮐﻴﺒﻲ ﻣﺘﻮﺍﻟﻲ- ﺍﮐﺘﺸﺎﻓﻲ ﺍﺳﺖ. ﺑﻪ ﺍﻳﻦ ﻣﻌﻨﺎ ﮐﻪ ﺩﺭ ﺍﺑﺘﺪﺍ ﺭﻫﻴﺎﻓﺖ ﮐﻴﻔﻲ ﻭ ﺳﭙﺲ ﺭﻫﻴﺎﻓﺖ ﮐﻤﻲ ﻣﻮﺭﺩﺍﺳﺘﻔﺎﺩﻩ ﻗﺮﺍﺭ ﮔﺮﻓﺘﻪ ﺍﺳﺖ. ﺩﺭ ﺑﺨﺶ ﮐﻴﻔﻲ ﺍﺯ ﺭﻭﺵ ﺗﺤﻠﻴﻞ ﻣﻀﻤﻮﻥ ﻭ ﺟﺎﻣﻌﻪ ﺁﻣﺎﺭﻱ ﺁﻥ ﮐﻠﻴﻪ ﺧﺒﺮﮔﺎﻥ ﻋﻠﻤﻲ ﺁﺷﻨﺎ ﺑﻪ ﻣﻮﺿﻮﻉ ﮐﻪ ﺷﺎﻣﻞ ﺍﺳﺎﺗﻴﺪ ﻭ ﭘﮋﻭﻫﺸﮕﺮﺍﻥ ﺣﻮﺯﻩ ﻣﺪﻳﺮﻳﺖ ﺩﻭﻟﺘﻲ ﺍﺳﺘﺎﻥ ﮐﻬﮕﻴﻠﻮﻳﻪ ﻭ ﺑﻮﻳﺮﺍﺣﻤﺪ ﻣﻲ ﺑﺎﺷﻨﺪ ﻭ ﺑﻪ ﻣﻨﻈﻮﺭ ﻧﻤﻮﻧﻪ ﮔﻴﺮﻱ ﺍﺯ ﺭﻭﺵ ﻧﻤﻮﻧﻪ ﮔﻴﺮﻱ ﻫﺪﻓﻤﻨﺪ ﻭ ﺟﻬﺖ ﺗﻌﻴﻴﻦ ﮐﻔﺎﻳﺖ ﻧﻤﻮﻧﻪ ﮔﻴﺮﻱ ﺍﺯ ﻣﻌﻴﺎﺭ ﺍﺷﺒﺎﻉ ﻧﻈﺮﻱ ﺍﺳﺘﻔﺎﺩﻩ ﺷﺪﻩ ﺍﺳﺖ. ﺑﺎ ﻣﺼﺎﺣﺒﻪ ﻋﻤﻴﻖ ﺑﺎ 20 ﺗﻦ ﺍﺯ ﺧﺒﺮﮔﺎﻥ ﻣﺪﻳﺮﻳﺖ ﺩﻭﻟﺘﻲ ﺍﺳﺘﺎﻥ ﮐﻬﮕﻴﻠﻮﻳﻪ ﻭ ﺑﻮﻳﺮﺍﺣﻤﺪ، ﺑﻪ ﺗﺒﻴﻴﻦ ﺍﻟﮕﻮﻱ ﻧﻈﺮﻱ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ ﺑﺎ ﺭﻭﻳﮑﺮﺩ ﮐﺎﻫﺶ ﺑﻄﺎﻟﺖ ﭘﺮﺩﺍﺧﺘﻪ ﺍﺳﺖ. ﺩﺭ ﺑﺨﺶ ﮐﻤﻲ ﺍﺯ ﻣﺪﻝ ﺳﺎﺯﻱ ﻣﻌﺎﺩﻻﺕ ﺳﺎﺧﺘﺎﺭﻱ ﺍﺳﺘﻔﺎﺩﻩ ﺷﺪﻩ ﺍﺳﺖ ﻭ ﺟﺎﻣﻌﻪ ﺁﻣﺎﺭﻱ ﺁﻥ ﺷﺎﻣﻞ ﺧﺒﺮﮔﺎﻥ ﺍﺟﺮﺍﺋﻲ ﻳﺎ ﺗﺠﺮﺑﻲ ﺍﺳﺖ ﻭ ﻣﻨﻈﻮﺭ ﺍﺯ ﺍﻳﻦ ﺧﺒﺮﮔﺎﻥ ﮐﻠﻴﻪ ﻣﺪﻳﺮﺍﻥ ﻭ ﮐﺎﺭﮐﻨﺎﻥ ﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺩﻭﻟﺘﻲ ﺍﺳﺘﺎﻥ ﮐﻬﮕﻴﻠﻮﻳﻪ ﻭ ﺑﻮﻳﺮﺍﺣﻤﺪ ﺍﺳﺖ. ﺍﺯ ﺭﻭﺵ ﻧﻤﻮﻧﻪ ﮔﻴﺮﻱ ﺧﻮﺷﻪ ﺍﻱ ﺍﺳﺘﻔﺎﺩﻩ ﺷﺪﻩ ﻭ ﺍﺯ ﻃﺮﻳﻖ ﻓﺮﻣﻮﻝ ﮐﻮﮐﺮﺍﻥ ﺣﺠﻢ ﻧﻤﻮﻧﻪ ﺗﻌﻴﻴﻦ ﺷﺪ.
ﻳﺎﻓﺘﻪ ﻫﺎ: ﻧﺘﺎﻳﺞ ﺗﺤﻘﻴﻖ ﻧﺸﺎﻥ ﺩﺍﺩ ﮐﻪ ﺍﻟﮕﻮﻱ ﺳﻴﺴﺘﻢ ﻫﺎﻱ ﮐﺎﺭﻱ ﺑﺎ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ ﺩﺭ ﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺩﻭﻟﺘﻲ ﺍﻳﺮﺍﻥ ﺩﺍﺭﺍﻱ ﭼﻬﺎﺭ ﺗﻢ ﺍﺻﻠﻲ ﺭﻭﻳﻪ ﻫﺎﻱ ﮐﺎﺭﻱ ﺑﺎ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ، ﻧﺘﺎﻳﺞ، ﺷﺮﺍﻳﻂ ﻭﺍﺳﻄﻪ ﺍﻱ ﻭ ﺑﺴﺘﺮ ﻣﻄﺎﻟﻌﻪ ﺍﺳﺖ.
ﻧﺘﻴﺠﻪ ﮔﻴﺮﻱ: ﻧﺘﺎﻳﺞ ﺣﺎﺻﻞ ﺍﺯ ﺗﺤﻠﻴﻞ ﻣﺼﺎﺣﺒﻪ ﻫﺎﻱ ﺗﺤﻘﻴﻖ ﺯﻣﻴﻨﻪ ﻭ ﺑﺎﻓﺖ ﺷﮑﻞ ﮔﻴﺮﻱ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ ﺩﺭ ﺳﺎﺯﻣﺎﻥ ﻫﺎﻱ ﺩﻭﻟﺘﻲ ﻧﺸﺎﻥ ﺩﺍﺩﻧﺪ ﮐﻪ ﺯﻣﻴﻨﻪ ﻭ ﺑﺎﻓﺖ ﺷﮑﻞ ﮔﻴﺮﻱ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ ﺑﺎ ﺭﻭﻳﮑﺮﺩ ﮐﺎﻫﺶ ﺑﻄﺎﻟﺖ ﺍﺟﺘﻤﺎﻋﻲ ﺷﺎﻣﻞ ﺭﻭﻳﻪ ﻫﺎﻱ ﮐﺎﺭﻱ ﺑﺎ ﻋﻤﻠﮑﺮﺩ ﺑﺎﻻ )ﺭﻭﻳﻪ ﻫﺎ ﺩﺭ ﺳﻄﺢ ﺳﺎﺧﺘﺎﺭﻱ ﻭ ﺭﻭﻳﻪ ﻫﺎ ﺩﺭ ﺳﻄﺢ ﺗﻴﻤﻲ(، ﺷﺮﺍﻳﻂ ﺑﺴﺘﺮ )ﺑﺴﺘﺮ ﻓﺮﻫﻨﮕﻲ ﻭ ﺑﺴﺘﺮﺳﺎﺯﻣﺎﻧﻲ( ﻭ ﺷﺮﺍﻳﻂ ﻭﺍﺳﻄﻪ ﺍﻱ )ﻋﻮﺍﻣﻞ ﺭﻓﺘﺎﺭﻱ ﻭ ﻋﻮﺍﻣﻞ ﺭﻭﺍﻥ ﺷﻨﺎﺧﺘﻲ( ﺍﺳﺖ.
چكيده لاتين :
Aim: The purpose of this study is to explain the pattern of formation of high performance systems with the approach of reducing social void in government organizations that has revived the issue of social void in the administrative system of the country
Methods: The research method is a sequential-exploratory combination. That is, first the qualitative approach and then the quantitative approach have been used. The method of qualitative part of thematic analysis and its statistical population are scientific experts familiar with the subject, which includes professors and researchers in the field of public administration. Structural equation modeling is used in a small part and its statistical population includes executive or experimental experts (managers and employees of government organizations in k-b provinces). The sampling method was cluster and the number of samples was determined according to Cochran's formula.
Results: The results showed that the model of high performance work systems has four main themes of high performance work procedures, results, intermediary conditions and study context.
Conclusion: the analysis of research interviews showed that the context and context of the formation of high performance with the approach of reducing social idleness includes high performance work procedures, bed conditions and intermediate conditions.
