بررسي و ارزيابي نقش شهروندان و مشاركت اجتماعي آنان در دستيابي به اهداف توسعه پايدار شهري (نمونه موردي: شهر تبريز)

Investigating and evaluating the role of citizens and their social participation in achieving sustainable urban development goals (case study: Tabriz city)

مشاركت شهروندي به عنوان يك كنش اجتماعي يكي از مهم ترين مولفه ها جهت رسيدن به توسعه پايدار شهري است. در حقيقت مشاركت اجتماعي فقط كار جمعي نيست بلكه يك نوع تفكر جمعي، مشاركت جمعي، تصميم گيري جمعي، توليد جمعي و در نهايت استفاده جمعي است. كه سبب افزايش درك و آگاهي شهروندان از مسائل مربوط به خودشان و نياز متقابل به يكديگر مي شود، به ايجاد جامعه بهتر كمك مي كند و توانايي هاي يك جامعه را براي هماهنگ كردن كنش هاي افراد به منظور توسعه و بهبود كالاهاي جمعي ارزشمند، تقويت كرده و حكومت گري بهتري را ايجاد مي كند و همچنين فرصت هاي تدوين سياست هاي هوشمندانه را افزايش داده و به توسعه پايدار شهري كمك مي كند. توسعه پايدار از يك سو به حفظ محيط زيست و از سوي ديگر به حفظ ساختارهاي اجتماعي و اقتصادي شهر كمك مي كند. هدف اصلي اين نوشتار شناخت عواملي است كه مي توانند در گسترش مشاركت شهروندان درتوسعه پايدار شهري موثر باشند.اين پژوهش از نظر روش شناسي از نوع توصيفي- تحليلي، روش جمع آوري اطلاعات بر مبناي كتابخانه اي، اسنادي و روش نمونه گيري، پيمايشي كه حجم نمونه برابر 384 نفر بوده است. براي بررسي و ارزيابي نقش شهروندان و مشاركت اجتماعي آنان و دستيابي به اهداف توسعه پايدار شهري و جهت بررسي رابطه اي و معناداري بين مشاركت و توسعه پايدار از آزمون كرلموگراف و اسميرنوف براي شناخت موثر ترين عامل كه در مشاركت تاثير دارد از رگرسيون و براي ضريب پايايي پژوهش از آزمون الفاي كرونباخ استفاده شده است. يافته هاي پژوهش نشان مي دهد كه براساس آزمون هاي استفاده شده بين مشاركت شهروندان و توسعه پايدار شهري رابطه معناداري وجود دارد. نتايج بيانگر اين است: مشاركت شهروندان در توسعه پايدار شهري در شهر تبريز وضعيت متوسط برخوردار است ، بين مشاركت شهروندان و توسعه پايدار شهري رابطه معناداري وجود دارد و ارتقاي پايگاه اجتماعي - اقتصادي شهروندان تا حد زياد در ميزان علاقه مندي شهروندان به مشاركت در توسعه پايدار شهري موثر مي باشد.

Citizen participation as a social act is one of the most important components to achieve sustainable urban development. Social participation is not only collective work but collective thinking, collective participation, collective decision, collective production, and collective use. to increase the awareness and awareness of citizens about their issues and mutual need to each other, it will help create a better society and strengthen the ability of a society to coordinate individuals ' actions to develop and improve valuable collective goods and also increase the opportunity for developing intelligent policies and help sustainable urban development. Sustainable development from one hand helps preserve the environment and on the other hand, helps preserve the social and economic structures of the city. In the discussion of planning, urban This research in terms of methodology is descriptive-analytical, the method of gathering information based on a library, documents and sampling method, survey method that sample size is equal. To examine and evaluate the role of citizens and their social participation and achieve sustainable urban development goals, we used the frequency distribution test, Kolmogorov - Smirnov test, the spearman correlation coefficient was used to identify the most effective factor influencing participation. The findings of the research show that there is a significant relationship between citizen participation and sustainable urban development. The results indicate that citizen participation in sustainable urban development in the city of Tabriz is medium. There is a significant relationship between citizen participation and sustainable urban development and the promotion of citizen's socio-economic status is very important in rural sustainable development.
