ارزيابي نقش امنيت تصرف زمين در ساماندهي سكونتگاه‌هاي غيررسمي (نمونه موردي: محله اسكان- شهر يزد)

امنيت و احساس ايمني در تصرف مسكن، بعد مهم و تأثيرگذار اجتماعي و رواني مسكن است؛ زيرا سبب مي­شود خانوارها از نظر دورنماي سكونت خود احساس ايمني كنند از سوي ديگر براي آنكه گروه­هاي كم ­درآمد در طول زمان، وضع مسكن خود را بهبود بخشند، امنيت حق تصرف بسيار حائز اهميت است. در سال­هاي اخير امنيت تصرف زمين به عنوان يكي از حقوق اوليه خانوارها توجه بسياري از سازمان­هاي جهاني را به خود جلب كرده و منجر به ايجاد مطالعات و جريان­هاي فكري جديدي در زمينه­ي ارتقاء امنيت تصرف شده است. در اغلب اين مطالعات، بهبود امنيت تصرف زمين براي ارتقاء شرايط زندگي خانوارها ضروري قلمداد شده است. هدف تحقيق حاضر بررسي نقش امنيت تصرف زمين در ساماندهي سكونتگاه ­هاي غيررسمي محله اسكان يزد مي­باشد و از آنجا كه دستيابي به ساماندهي كالبدي – فضايي سكونتگاه­ هاي غيررسمي، جدا از مسائل كالبدي، اجتماعي و مديريتي نيست، در اين تحقيق ارتباط بين امنيت تصرف و متغيرهاي كيفيت مسكن و عوامل مديريتي و خدماتي در طرح­هاي مذكور مورد توجه قرار گرفت. تحقيق حاضر از نوع توصيفي – تحليلي است. براي تعيين حجم نمونه آماري از روش كوكران استفاده مي ­شود و شيوه نمونه ­گيري بر اساس پرسشنامه تهيه شده و سؤالات مربوطه توسط سرپرست خانوارهاي ساكن در محله و به روش تصادفي ساده تكميل مي­ گردد و در نهايت اطلاعات جمع ­آوري شده به صورت جدول­هاي توزيع فراواني و نمودارها مورد تحليل قرار گرفته و سپس روابط بين متغيرها با استفاده از روش­هاي آلفاي كرونباخ، ضريب همبستگي تاو-كندال و رگرسيون چندگانه در بسته نرم افزاري SPSS مورد تحليل قرار مي ­گيرد. يافته ­هاي اين تحقيق نشانگر اين است كه بين كيفيت مسكن و امنيت تصرف زمين در محله اسكان رابطه ­ي مستقيم وجود دارد و همچنين بين دو متغير مديريت و خدمات­رساني با امنيت تصرف ارتباط معنادار و مثبتي وجود دارد يعني با افزايش ميزان خدمات­رساني و مديريت بهتر ميزان امنيت تصرف پاسخ­دهندگان نيز افزايش مي ­يابد.

Security and a sense of security in the possession of housing is an important and effective social and psychological dimension of housing; Because it makes households feel safe in terms of their housing prospects. On the other hand, for low-income groups to improve their housing over time, the security of the right of possession is very important. In recent years, the security of land occupation as one of the basic rights of households has attracted the attention of many international organizations and has led to the creation of new studies and currents of thought in the field of improving the security of occupation. In most of these studies, improving land security has been considered necessary to improve the living conditions of households. The purpose of this study is to investigate the role of land occupation security in organizing informal settlements in Yazd neighborhood and since achieving physical-spatial organization of informal settlements is not separate from physical, social and managerial issues, in this study Occupational security and variables of housing quality and managerial and service factors were considered in the mentioned projects. The present research is descriptive-analytical. Cochran's method is used to determine the statistical sample size and the sampling method is prepared based on a questionnaire and the relevant questions are completed by the head of households living in the neighborhood in a simple random method and finally the collected information is tabulated. Frequency distributions and graphs are analyzed and then the relationships between variables are analyzed using Cronbach's alpha methods, Tau-Kendall correlation coefficient and multiple regression in SPSS software package. of services.
