Cultural diplomacy of the Islamic Republic of Iran in Uzbekistan

اﻣﺮوزه دﯾﭙﻠﻤﺎﺳﯽ ﻓﺮﻫﻨﮕﯽ ﯾﮑﯽ از ﺗﺎﺛﯿﺮﮔﺬارﺗﺮﯾﻦ اﺑﺰارﻫﺎﯾﯽ اﺳﺖ ﮐﻪ دوﻟﺘﻬﺎ در اﻣﻮر ﺧـﺎرﺟﯽ ﺧـﻮد ﺑـﺮاي رﺳﯿﺪن ﺑﻪ اﻫﺪاف ﻣﻮرد ﻧﻈﺮ ﺑﮑﺎر ﻣﯽ ﺑﺮﻧﺪ. ﺑﮑﺎرﮔﯿﺮي ﻣﻨﺎﺳـﺐ و ﻫﻮﺷـﻤﻨﺪاﻧﻪ دﯾﭙﻠﻤﺎﺳـﯽ ﻋﻤـﻮﻣﯽ ﻗـﺪرت ﻧـﺮم ﮐﺸﻮرﻫﺎ را اﻓﺰاﯾﺶ ﺧﻮاﻫﺪ داد. اﻣﺮوزه ﺑﻪ ﻗﺪري ﻗﺪرت ﻧﺮم را ﻣﻮﺛﺮ ﻣﯿﺪاﻧﻨﺪ ﮐﻪ ﮔﻔﺘﻪ ﻣﯽ ﺷﻮد ﮔﺎه ﺗـﺎﺛﯿﺮ ﯾـﮏ رﺳﺎﻧﻪ از ﻗﺪرت ﯾﮏ ارﺗﺶ ﺑﯿﺸﺘﺮ اﺳﺖ. ازﺑﮑﺴﺘﺎن ﺑﻪ ﻋﻨﻮان ﮐﺸﻮري ﮐﻪ در ﻗﻠﺐ آﺳـﯿﺎي ﻣﺮﮐـﺰي اﺳـﺖ و ﺑـﻪ ﻋﻨﻮان ﻣﺮﮐﺰ ﻓﺮﻫﻨﮕﯽ ﻣﻨﻄﻘﻪ ﺷﻨﺎﺧﺘﻪ ﻣﯿﺸﻮد داراي رﯾﺸﻪ ﻫﺎي ﺗﺎرﯾﺨﯽ و ﻓﺮﻫﻨﮕﯽ ﺑـﺎ ﺟﻤﻬـﻮري اﺳـﻠﺎﻣﯽ اﯾـﺮان اﺳﺖ. اﯾﻦ ﻧﻮﺷﺘﺎر در ﭘﯽ ﭘﺎﺳﺦ ﺑﻪ اﯾﻦ ﺳﻮال اﺳﺖ ﮐـﻪ ﺟﻤﻬـﻮري اﺳـﻠﺎﻣﯽ اﯾـﺮان ﭼﮕﻮﻧـﻪ ﻣﯿﺘﻮاﻧـﺪ از ﻇﺮﻓﯿﺘﻬـﺎي ﻓﺮﻫﻨﮕﯽ و ﺗﺎرﯾﺨﯽ در ازﺑﮑﺴﺘﺎن ﺑﻬﺮه ﺑﺒﺮد؟ ﻓﺮض ﻣﺎ اﯾﻦ اﺳﺖ ﮐﻪ ﺟﻤﻬﻮري اﺳﻠﺎﻣﯽ اﯾـﺮان ﺑـﺎ ﺑﻬـﺮه ﮔﯿـﺮي از ﻇﺮﻓﯿﺖ ﻫﺎي ﻓﺮﻫﻨﮕﯽ، زﺑﺎن ﻓﺎرﺳﯽ، ﭘﯿﺸﯿﻨﻪ ﻣﺸﺘﺮك ﺗﻤﺪﻧﯽ ﻣﯽ ﺗﻮاﻧﺪ ﺑﻪ اﯾﺠﺎد ﺗﺼـﻮﯾﺮي ﻣﺜﺒـﺖ از ﺧـﻮد اﻗـﺪام ﮐﻨﺪ و ﻗﺪرت ﻧﺮم ﺧﻮد را در اﯾﻦ ﮐﺸﻮر اﻓﺰاﯾﺶ دﻫﺪ

Today, cultural diplomacy is one of the most effective tools that governments use in their foreign affairs to achieve their goals. Proper and intelligent use of public diplomacy will increase the soft power of countries. Today, soft power is considered so effective that it is said that sometimes the influence of a media is greater than the power of an army. Uzbekistan, as a country in the heart of Central Asia and known as the cultural center of the region, has historical and cultural roots with the Islamic Republic of Iran. This article seeks to answer the question of how the Islamic Republic of Iran can use its cultural and historical potential in Uzbekistan. Our assumption is that the Islamic Republic of Iran, by utilizing its cultural capacities, Persian language, common background of civilization, can create a positive image of itself and increase its soft power in this country.
