طراحي مركز پشتيباني بحران با تكيه بر توانمندي‌هاي نيروهاي مسلح

Designing a crisis logistics center based on the capabilities of the armed forces

امروزه، آمادوپشتيباني از مهم‌ترين عوامل تاثيرگذار در موفقيت مديريت بحران است. در زمان بحران، بايد حجم وسيعي از اقلام، تجهيزات و امكانات آمادي كه از قبل پيش­بيني و آماده شده، در سريع‌ترين زمان به سمت مناطق و افراد حادثه­ديده، روانه شود. اين موضوع، باعث مي­شود تا كشورها به فكر استفاده از توانمندي‌هاي آمادي نيروهاي مسلح كشورشان در زمان بحران باشند. مساله تحقيق عبارت از فقدان سازوكار منسجم و جامع براي استفاده از توانمندي‌هاي آمادي نيروهاي مسلح ج.ا.ا. در زمان وقوع بحران است. از نظر روش نيز، اين تحقيق را مي‌توان از نوع موردي و زمينه­اي قلمداد كرد. در ادامه هدف اصلي و سوالات تحقيق شامل فلسفه وجودي، ماموريت، ساختار، شرح وظايف و نحوه كاركرد و تعاملات مركز با ساير عوامل ارائه شده است. در اين تحقيق؛ با استفاده از تجارب و نظرات 38 نفر از متخصصين و خبرگان آمادي، الگوي تحقيق، در قالب چارچوب معماري سازماني ايران و به روش دلفي طراحي شد تا در زمان وقوع بحران بتواند به نيازهاي مطرح شده پاسخ گويد. ساختار مركز طراحي شده مجازي بوده و تلاش شده تا با كمترين هزينه و بيشترين اثربخشي و با توجه به تمرينات قبلي بتوان با بيشترين هماهنگي، از توان آمادي نيروهاي مسلح در امدادرساني به آسيب ديدگان استفاده كرد.

This makes countries think about using the logistical capabilities of the armed forces in times of crisis. The problem of research is the lack of a coherent and comprehensive mechanism for using the logistical capabilities of the Armed Forces of the Islamic Republic of Iran. It is time for a crisis. In terms of method, this research can be considered as a case study and contextual. In the following, the main purpose of the research is defined and based on it, the research questions including existential philosophy, mission, structure, job description and how it works and its interactions with other factors are presented. In this research, using the experiences and opinions of 38 specialists and experts, the Iranian organizational architecture framework and the Delphi method have been used so that in times of crisis, by using the capabilities of all defense logistics factors in the country, the needs can be met. Says. The structure of the center is designed to be virtual and an attempt has been made to use the logistical capacity of the Armed Forces in providing assistance to the injured with the least cost and the most effectiveness, and according to the previous exercises, with the most coordination.
