تحليل مضموني كنش‌هاي نخبگان سياسي در سياست‌نامه خواجه نظام‌الملك

Content analysis of political elite actions in Siyasatnama of Nizam al-Mulk

كنش‌هاي نخبگان سياسي حاكم بر ساختارهاي رسمي قدرت، از موضوعات مهم دانش سياسي است. يافته‌هاي دولت‌پژوهي در دانش نظري علم سياست بر وجوه چهارگانه دولت شامل وجه عمومي، خصوصي، ايدئولوژيك و سركوب يا اجراي قوانين حكايت دارد. موضوع اين مقاله شناسايي كنش‌هاي سياسي حاكمان در كتاب سياست‌نامه خواجه نظام‌الملك­طوسي است. با توجه به تجربه سياسي خواجه، انديشه شاه آرماني ايرانشهري و تركيب آن با شريعت اسلام در گفتمان ملي- اسلامي دولت، در كتاب سياست‌نامه قابل بازيابي است. از اين‌رو مسئله اصلي پژوهش شناسايي انواع كنش‌هاي سياسي حكمرانان بر اساس كتاب سياست‌نامه است. اين پژوهش با روش تحليل مضمون نشان داده است كه خواجه نظام‌الملك در سياست‌نامه پنج مضمون فراگير كنش سياسي نخبگان را در خلق و­خوي حاكم، رفتار با كارگزاران، وظايف ديني حاكم، تدبير كار ملك و تعامل با مردم تبيين مي‌كند.

The actions of political elites governing the official structures of power are of important topics in political knowledge. Findings of government research in the theoretical knowledge of political science indicate the four aspects of government including public, private, ideologic and repression or law enforcement. The topic of this article is identifying the governors’ political actions in the book of the Siyasatnama of Nizam al-Mulk. Due to the political experience of Nizam al-Mulk, the thought of Shah Armani of Iranshahr and its combination with Islamic law in government national-Islamic discourse can be retrieved in the book of Siyasatnama. Therefore, the main issue of the research is identifying types of governors’ political actions based on the Siyasatnama. This research by using the content analysis method has indicated that Nizam al-Mulk explains five comprehensive contents of elite political actions in the governor mood, behaviour toward agents, governor’s religious duties, governor’s policy, and interaction with people in Siyasatnama.
