چكيده فارسي :
زمينه و هدف: امروزه جهان شاهد خيزش گسترده سازمان‌ها و تشكل‌هاي بسياري از كشورهاي در حال توسعه است. كار گروهي و تشكلي، نقش بسيار مثبت و بهره‌وري قابل ملاحظه‌اي را خصوصاً در مسائل اقتصادي ايفاء مي‌كند. بعضاً در كشورهاي جهان سوم و در حال توسعه، هنوز به معناي واقعي به اهميت موضوع پي نبرده و كماكان مردد در بودن يا نبودن آن هستند.
مواد و روش‌ها: اين تحقيق از نوع نظري بوده روش تحقيق به‌صورت توصيفي تحليلي ميباشد و روش جمعآوري اطلاعات به‌صورت كتابخانه اي است و با مراجعه به اسناد، كتب و مقالات صورت گرفته است.
ملاحظات اخلاقي: در تمام مراحل نگارش پژوهش حاضر، ضمن رعايت اصالت متون، صداقت و امانت‌داري رعايت شده است.
يافته‌ها: به همين منظور براي افزايش مشاركت مردم در امور كشور؛ پيش‌نويس قانون توسعه تشكل‌هاي اجتماعي مدني تدوين گرديد، مقوله مشاركت در قانون اساسي و برنامه‌هاي توسعه موردتوجه قرار گرفت و زمينه‌هاي حقوقي مشاركت مردم در عرصه سياست، اقتصاد و اجتماع فراهم شد.
نتيجه‌گيري: آنچه تاكنون باعث شكست و ناكامي تشكل‌ها شده است، وجود برخي موانع در ابعاد اجتماعي، فرهنگي و ساختاري- قانوني است كه موجب گرديده تشكل‌ها چندي پس از تشكيل و قبل از رسيدن به قوام و پايداري لازم منحل و يا نوعاً منفعل گردند.
چكيده لاتين :
Background and Aim: Nowadays world is witnessing the widespread rise of many developing countries and organizations. Teamwork and organization play a very positive and productive role, especially in
economic matters. Some "in developing and third world countries have
not yet fully understood the importance of the issue and are still hesitant
about whether or not to do so.
Findings: To this end, to increase public participation in the affairs of
the country, the Draft Law on the Development of Civil Society
Organizations The constitution addressed the issue of constitutional
participation and development programs, and provided legal grounds for
public participation in politics, economics and society.
Materials and Methods: This research is of theoretical type and the
research method is descriptive-analytical and the method of data
collection is library and has been done by referring to documents, books
and articles.
Ethical Considerations: In order to organize this research, while
observing the authenticity of the texts, honesty and fidelity have been
observed.
Conclusion: What has caused the failure of organizations so far is the
existence of some obstacles in the social, cultural and structural-legal
dimensions that have caused the organizations to be dissolved or
typically inactive shortly after their formation and before achieving the necessary consistency and stability.
