Assessing the Police's Performance in Implementing the Social Security Promotion Plan

زمينه و هدف: طرحي انتظامي با عنوان «طرح ارتقاي امنيت اجتماعي» توسط پليس از ده سال گذشته تا كنون در حال اجراست. اين طرح به‌دليل گستردگي در سطح كشور، بايد و نبايد‌هاي فراواني در سطح جامعه ايجاد و همچنان مورد توجه همگان است. هدف اين تحقيق ارزيابي عملكرد پليس در اجراي طرح ارتقاي امنيت اجتماعي از ديدگاه شهروندان در سه سطح: ميزان اطلاع، ميزان موافقت و ميزان تأثير است. روش پژوهش: تحقيق از نظر هدف، «كاربردي» و از نظر ماهيت «توصيفي پيمايشي» است. جامعه آماري، مجموعه افراد بالاي 15 سال خانوارهاي ساكن شهر تهران و حجم نمونه تحقيق 356 نفر است كه با بهره‌گيري از فرمول كوكران محاسبه گرديده است. روش نمونه‌گيري، خوشه‌اي چند مرحله‌اي و ابزار سنجش، پرسش‌نامه ‌است. داده‌هاي جمع‌آوري شده با توجه به سطح سنجش آن كه ترتيبي است، با بهره‌گيري از آزمون رتبه‌اي فريدمن در فضاي spss مورد تجزيه و تحليل قرار گرفته‌اند. يافته‌ها و نتيجه‌گيري: يافته‌هاي اين تحقيق نشان مي‌دهد كه تفاوت معناداري بين سه متغير اطلاع‌رساني، موافقت و تأثير‌‌گذاري طرح ارتقاي امنيت اجتماعي از نظر شهروندان وجود دارد. شهروندان بيشترين موافقت را با طرح ارتقاي امنيت اجتماعي و كمترين اطلاع را از طرح مزبور دارند. در بين 9 گويه مربوط به طرح ارتقاي امنيت اجتماعي طرح جمع‌آوري اراذل و اوباش با بيشترين موافقت و تأثير اجراي طرح در برخورد با افراد با پوشش نامناسب با حداقل ميزان تأثير قابل مشاهده است. به موازات نتايج پژوهش پيشنهادهايي شامل: بهره‌گيري بيشتر معاونت اجتماعي نيروي انتظامي از وسايل ارتباط جمعي بخصوص شبكه‌هاي صدا و سيما، تهيه برنامه‌هاي تبليغاتي و... با هدف تشريح ابعاد و مقاصد طرح، قبل و حين اجراي طرح , استمرار طرح ارتقاء امنيت پليس در سال هاي آتي توسط پليس و ضرورت انجام كار علمي تبييني مرتبط با طرح ارتقاء؛ ارائه گرديده است.

Background and Aim: The police plan has been continuously implemented since the last ten years with the name of the "Social Security Promotion Pl@n". Due to the wide scope of the project, this plan should be created and maintained by the public at large. The purpose of this study is to assess the police's performance in implementing the social security promotion plan from the citizen's point of view at three levels: level of awareness, degree of agreement and impact rate. Methodology: The present research is objective in terms of "applied" and in terms of the nature of "survey descriptive". The statistical population is the population of over 15 years old ordinary households living in Tehran, and the sample size of the research is 356 people who have been calculated using the Cochran formula. A multi-stage cluster sampling method, and a measurement tool, is a questionnaire. The collected data are analyzed according to the type of data and the level of its measurement, which is sequential, using the Friedman rank test in Spss space. Findings and Conclusion: The findings of this research show that there is a significant difference between the three variables of information, the agreement and the impact of the plan on promoting social security in terms of citizens. Citizens have the most agreement with the promotion of social security and the least information on the plan. Among the 9 items related to the Social Security Promotion Plan, the thugs' collection plan is most visible with the maximum agreement and impact of the plan's implementation on dealing with people with inappropriate coverage with minimal impact
