چكيده فارسي :
توانايي يك سازمان در استقرار فرهنگسازماني مطلوب مزيت بزرگي است كه ميتواند در تسهيل رسيدن به اهداف سازماني نقش بزرگي را ايفا كند. از سوي ديگر آسيبشناسي و پي بردن به چالشها و موانع پياده سازي فرهنگسازماني مطلوب نيز براي يك سازمان اهميت بالايي دارد. در پژوهش حاضر باهدف مدلسازي چالش ها و موانع رفتاري كاركنان در استقرار فرهنگسازماني مطلوب با محوريت سازمان هاي دولتي با رويكردي آميخته ابتدا منابع موجود و مصاحبه هاي انجامشده با 210 خبره در 15 سازمان دولتي(توليديخدماتينظامي امنيتي) با روش تحليل محتواي كيفي جهت دار كدگذاري و تحليل شدند كه در نهايت109 زير مقوله ،26مقوله و 10تم احصا شدند براي روايي يافته ها در اين مرحله از روش ارائه بازخورد به خبرگان براي روايي و روش پاياي كوهن براي پايايي استفاده شد. در مرحله بعد بهمنظور مدلسازي چند سطحي تم ها و تعيين اثرگذاري و اثرپذيري آن ها با روش مدلسازي ساختاري تفسيري پرسشنامه هاي ساختاري تفسيري تكميلشده توسط خبرگان جمع آوري و داده ها با استفاده از نرم افزار متلب تحليل شدند. در نهايت تم هاي دين ابزاري، تصور عقل كلي، ضعف عقلانيت و اصالت سلسلهمراتب بهعنوان اثرگذارترين تم ها در سطح سوم و تم هاي ظاهرگرايي، بخشي نگري و فردگرايي معيوب در سطح دوم قرار گرفتند. تم هاي بي تفاوتي، فقر اعتماد و طلبكاري بهعنوان اثرپذيرترين تم ها در سطح اول مدل قرار گرفتند. در قسمت پاياني پژوهش نيز پيشنهادهايي بهمنظور برطرف ساختن اين موانع و چالش ها ارائه گرديد.

Abstract
The ability of an organization to establish the desired organizational culture is a great advantage that can play a major role in facilitating the achievement of organizational goals. On the other hand, pathology and understanding the challenges and obstacles to implementing the desired organizational culture is also very important for an organization. In the present study, with the aim of modeling the challenges and behavioral barriers of employees in establishing the desired organizational culture with the focus on government organizations with a mixed approach, first available resources and interviews with 210 experts in 15 government organizations (production-service-military security) method Directional qualitative content analysis was coded and analyzed, which finally included 109 subcategories, 26 categories and 10 themes. In the next step, in order to model the multi-level themes and determine their effectiveness and effectiveness by interpretive structural modeling, interpretive structural questionnaires completed by experts were collected and analyzed. Finally, the themes of instrumental religion, perception of general reason, weakness of rationality and the originality of hierarchy as the most influential themes were in the third level and the themes of appearance, partisanship and defective individualism were in the second level. The themes of indifference, lack of trust and credit were the most effective themes in the first level of the model. In the final part of the research, suggestions were made to remove these barriers and challenges.
Highlights
By examining scientific texts related to the subject area of the present study and identifying the theoretical gap and inadequacy of available scientific resources, this study seeks to examine the development of digital entrepreneurship in small and medium-sized knowledge-based companies. A coherent form has been examined and a comprehensive model that includes all dimensions and factors and relationships between them has not been presented, but only some of its dimensions and factors have been studied separately. Also, due to the fact that the approach of resistance economics has been considered in writing this article, there is no similar example for the development of digital entrepreneurship in knowledge-based companies considering resistance economics in reliable scientific sources. In other words, the study of important and effective factors such as digital business model, product / service innovation strategy and resource configuration in the structural dimension, digital entrepreneurship ecosystem and environmental factors in the context dimension and individual and organizational factors in the content dimension, as dimensions and the factors that lead to the transformation and development of digital entrepreneurship in knowledge-based companies are felt more and more by considering the policies of the resistance economy in the face of sanctions.
