طراحي و اعتبار سنجي مدل مطلوب سياست گذاري فرهنگي مبارزه با فساد در سيستم اداري كشور(با تأكيد بر مسايل فرهنگي)

Designing and validating the social harm model of the cultural policymaking process in fighting against corruption in the administrative system and political management of the country

پژوهش حاضر درصدد طراحي و اعتبار سنجي مدل آسيب هاي فرآيند سياست گداري فرهنگي مبارزه با فساد در سيستم اداري و مديريت سياسي كشور بوده است. از اين منظر از راهبرد پژوهش كيفي و از تحليل مضمون بهره گرفته است. داده هاي پژوهش با استفاده از مصاحبه نيمه استاندارد با 17 نفر از خبرگان حوزه سياست گذاري عمومي و فرهنگي كه با استفاده از روش نمونه گيري نظري انتخاب شده بودند؛ گردآوري گرديد و با استفاده از روش تحليل مضمون و از نوع شبكه مضامين مورد تحليل و مدل مفهومي اندازه گيري شبكه اي برساخته شده است. يافته هاي پژوهش كيفي نشان داد كه مدل آسيب هاي فرآيند سياست گذاري فرهنگي مبارزه با فساد در سيستم اداري و مديريت سياسي كشور از3 مضمون فراگير: آسيب هاي سازماني، كنشي و ساختاري ، 8 مضمون سازمان يافته اصلي، 6 مضوم سازمان يافته فرعي و در نهايت با 112 مضمون پايه اي به اشباع نظري رسيده است. علاوه بر آن، جهت اعتبارسنجي مضامين و مدل برساخته شده، از دو روش ارزيابي اعتبار به شيوه ارتباطي و نيز روش مميزي و به منظور پايايي سنجي از دو روش قابليت تكرارپذيري و نيز قابليت انتقال يا تعميم پذيري استفاده شده است.

Abstract The present study seeks to design and validate the social harm model of the cultural policy making process in fighting against corruption in the administrative system and political management of the country. From this perspective, this study is prepared using the strategy of qualitative research and content analysis. Research data were collected using semi-standard interviews with 17 experts in the field of public and cultural policy making who were selected using theoretical sampling method. The date were collected using the content analysis method and thematic network, the analyzed themes and the conceptual model of network measurement. The findings of the qualitative research showed that the social harm model of the cultural policymaking process in fighting against corruption in the administrative system and political management of the country has 3 comprehensive themes: organizational, action and structural damage, 8 main organized themes, 6 sub-organized themes and at last , it has reached theoretical saturation with 112 basic themes. In addition, in order to validate the themes and the model, two methods of validity evaluation have been used in the communication method and also in the audit method, and in order to test the reliability two methods of reproducibility and transferability or generalizability have been used.
