چكيده فارسي :
يكي از مهم‌ترين وظايف و مأموريت سامانه هاي اطلاعاتي به ويژه سامانه هاي اطلاعاتي آجا تهيه و تأمين اطلاعات راهبردي جهت تصميمگيري و برنامه ريزي در سطوح عالي ارتش ج.ا.ايران است. اين وظيفه مهم، به‌وسيله طراحي و پيادهسازي يك نظام منسجم اطلاعاتي متشكل از بخش ها و فرآيندهاي مختلف و به‌كارگيري عوامل، ابزار و تجهيزات مختلف اطلاعاتي صورت ميگيرد كه پياده سازي چنين نظامي در سامانه هاي اطلاعاتي آجا مستلزم الزامات و عوامل مختلفي است. هدف اصلي اين تحقيق بررسي الزامات پيادهسازي نظام اطلاعات راهبردي در سامانه اطلاعاتي آجا ميباشد. اين تحقيق از نوع كاربردي- توسعه ا ي، روش تحقيق توصيفي- تحليلي و روش گردآوري اطلاعات به دو روش كتابخانهاي و استفاده از ابزار فيشبرداري و روش ميداني با استفاده از ابزار مصاحبه و پرسشنامه ميباشد. با توجه به تخصصي بودن موضوع، جامعه آماري از بين خبرگان و صاحبنظران اطلاعاتي داراي سابقه خدمت در مشاغل راهبردي و جايگاه سرتيپي به بالا به تعداد 60 نفر تعيين گرديد. حجم نمونه به‌صورت هدفمند از بين خبرگان اطلاعاتي نظامي با ويژگيهاي اشاره‌شده تعيين و با توجه به محدود بودن حجم جامعه نمونه و انطباق آن بر جامعه آماري، به‌صورت تمام شمار در نظر گرفته شد. بهمنظور تجزيه‌وتحليل دادهها، ابتدا با فيشبرداري از مطالعات كتابخانهاي و مصاحبه با خبرگان و صاحبنظران اطلاعاتي، عوامل مؤثر در عملكرد نظام اطلاعات راهبردي آجا تعيين و مجدداً از همپوشاني اسناد و مدارك، مصاحبه ها و ادبيات تحقيق، الزامات پياده سازي نظام اطلاعات راهبردي آجا احصاء گرديد سپس از طريق پرسشنامه بين جامعه آماري توزيع و نتيجه از طريق سطح معناداري با ضريب اطمينان 95 درصد و خطاي 5 درصد مورد تأييد قرار گرفت. نتايج حاصله از اين تحقيق نشان ميدهد كه 18 عامل و مؤلفه عمده و اساسي در پياده سازي نظام اطلاعات راهبردي آجا مؤثر هستند كه از بين الزامات احصاء شده، نيروي انساني كمي و كيفي، منابع مالي و اعتبارات مكفي، ساختار و سازمان متناسب، فناوري هاي بهروز، تجهيزات و ابزارهاي فني بهروز جمع آوري، آموزش بهروز اطلاعاتي متناسب با شرايط و تحولات حال و آينده، بيشترين تأثير و ضرورت را در پياده سازي نظام اطلاعات راهبردي آجا دارند.

One of the most important tasks and misions of I.R of Iran,s army strategic intelligence system is preparing and providing of strategic intelligence for decision making and planning at high levels of IR.Iran army. This important task is accomplished by designing and Implementating an integrated strategic intelligence system of different sectors and processes and use of various factors, intelligence equipment and tools that Implementation of such system requires different requirments and factors.
The main aim of this research is study of The I.R of Iran,s army strategic intelligence system Implementation requirments. The Kind of survey is practical-develoment, method of research is descriptive-analytical and gathering information method with use of library method and fishing (taking notees) tool, and field method with use of interview and questionnaire tools.
Due to the specialization of subject, statistical community were estimated among 60 intelligence experts that have an experience in strategic position and brigadier position and above.
In order to analyze the data, at first the effective factors on I.R of Iran,s army strategic intelligence system performance were determined by fishing from library studies and interviews with intelligence experts, and again effective factors on I.R of Iran,s army strategic intelligence system performance were gattered by overlap of documents, interviews and library studies. Then effective factors on I.R of Iran,s army strategic intelligence system performance were distributed by questioneir among the sample community and the result was confirmed by level of significance with 95% confidence and 5% error.
The results of this survey indicated that there are 14 major and effective factors in the implementation of strategic intelligence system in islamic republic of Iran army. Among these factors, expert manpower, allocate sufficient credits and financial resources, appropriate stracture and organization, use of advanced technologies, use of advanced gattering equipment and tools, up-to-date training course with the present and future conditions have the greatest impact on the implementation of strategic intelligence system in islamic republic of Iran army.
