تحليل ساختاري نقش سياست‌‌گذاري‌هاي فرهنگي شهرداري شيراز در پيشگيري از جرايم

Structural analysis of the role of cultural policies of Shiraz Municipality in crime prevention

زمينه و هدف: سياست‌هاي‌ فرهنگي در سطح كلان‌ اغلب توسط دولت‌ها تعيين‌ مي‌شود با اين حال سازمان‌هاي ‌اجتماعي‌ و موسسه‌ها نيز در امر سياست‌گذاري به ويژه در سطح خرد دخيل‌ هستند. سياست‌هاي‌ فرهنگي تاثير مستقيم بر بسياري از جنبه‌هاي زندگي افراد جامعه و سبك زندگي آنان دارد. اين پژوهش با هدف تحليل نقش سياست‌گذاري‌هاي فرهنگي شهرداري شيراز در پيشگيري از جرايم انجام شده است. بنابراين؛ نقش سياست‌هاي‌ فرهنگي در قالب (توسعه فضاهاي فرهنگي، برپايي رويدادها و جشنواره‌هاي فرهنگي، فرهنگ‌سازي محيطي، توسعه پژوهش‌هاي فرهنگي و اشاعه سبك زندگي فرهنگي) در پيشگيري از جرايم (جرايم اخلاقي، جرايم اقتصادي و مالي، جرايم زيست‌محيطي و جرايم سايبري) بررسي شده است. روش‌شناسي: روش كار توصيفي - تحليلي مبتني بر استفاده از پرسشنامه است. حجم نمونه از جامعه آماري تعداد 384 نفر از شهروندان 15 تا 60 ساله شهر شيراز هستند و به منظور تحليل متغيرهاي مورد مطالعه، از نرم افزارهاي SPSS و Amos Graphics و روش‌هاي آماري مانند مقايسه ميانگين‌ها و تحليل رگرسيون استفاده شده است. يافته‌ها و نتايج: با توجه به نتايج حاصل از آزمون فرضيات، برآوردها و مدلسازي معادله ساختاري اثر متغيرهاي سياستگذاري‌هاي فرهنگي شهرداري در پيشگيري از انواع جرايم با ضريب (43/0) مستقيم و معنادار است و با توجه به قوي بودن اين اثر مي‌توان ادعا كرد كه پيشگيري از جرايم شديداً متاثر از سياستگذاري‌هاي فرهنگي شهرداري است و پيشنهاد مي‌گردد شهرداري‌ها در كنار نهادهاي مبارزه با جرايم در راستاي سياستگذاري فرهنگي حضور چشمگير داشته باشند.

Although cultural policies are often set by governments, a large number of other institutions and social organizations are also involved in policy-making, and cultural policies can have a direct impact on many aspects of people's lives. Accordingly, this study aims to analyze the role of cultural policies of Shiraz Municipality in crime prevention and the role of cultural policies in the form of (development of cultural spaces, holding cultural events and festivals, environmental culture, development of cultural research and dissemination of cultural lifestyle) in Crime prevention (moral and sexual crimes, economic and financial crimes, environmental crimes and cyber crimes) has been done by descriptive-analytical method based on the use of a questionnaire. The statistical population is 384 citizens aged 15 to 60 years in Shiraz and in order to analyze the studied variables, SPSS and Amos Graphics software and statistical methods such as comparison of means and regression analysis have been used. According to the results and information obtained from testing hypotheses, estimates and structural equation modeling, the effect of municipal cultural policy variables in preventing all kinds of crimes with a coefficient (0.72) has been direct and significant and due to the strength of this effect can be claimed Crime prevention is strongly influenced by the cultural policies of the municipality and it is suggested that the municipalities have a more significant presence in the direction of cultural policy along with the anti-crime institutions.
