رويكرد شوراي امنيت در توسعۀ مفهوم صلح با تأكيد بر نقش زنان در مخاصمات مسلحانه (2000-2019)

Security Council’s Approach in the Development of the Concept of Peace with Emphasis on Women’s Role in Armed Conflicts (2000-2019)

شوراي امنيت، ركن اصلي سازمان ملل متحد براي حفظ صلح و امنيت بين‌الملل، در دورۀ جنگ سرد با ورود به مناقشات ميان دولت‌ها، ايفاي نقش مي‌كرد. در پارادايم جديدِ پسا جنگ سرد، در كنار نقش‌هاي پيشين، شورا عهده‌‌دار نقش‌هاي جديدي چون هنجارسازي در مفاهيم بين‌الملل به‌ويژه در عرصۀ صلح شد. شوراي امينت از سال 2000 با تصويب قطعنامه‌هاي هنجارساز و محور قرار دادنِ «ملاحظات جنسيتي» در دستور كار حفظ صلح و امنيت بين‌الملل، بر توسعه و تحول مفهوم صلح به‌ويژه در حوزة زنان تأثير گذاشته است. اين رويكرد كه تحول مهمي را در فعاليت‌هاي شورا و نيز در حقوق زنان پديد آورده، تحت عنوان «زنان، صلح و امنيت» شهرت يافته است. در فاصلة كمتر از دو دهه از سال 2000 تا 2019 ده قطعنامه در موضوع «زنان، صلح و امنيت» به تصويب شوراي امنيت رسيد. اين امر بيانگر اهميت چشمگير ارتباط موضوع زنان با صلح و امنيت بين‌المللي است و بر نقش بارز شوراي امنيت در تحول هنجار صلح تصريح مي‌كند.

The Security Council, as the principal body of the United Nations for retaining international peace and security, played its role by intervening in conflicts between governments during the cold war era. In the new post-cold war paradigm, besides the previous role, the Council was tasked with making norms of international concepts especially on peace. The Security Council through normative resolutions by emphasizing “sexual considerations” in its international peace and security task from the year 2000 has affected the concept of peace. Such an approach, which has led to an important development in the Council’s activities, as well as women’s rights, came to be known as “Women, Peace, and Security”. Ten resolutions have been ratified by the Security Council on the issue of “women, peace and security” in less than two decades, from 2000 to 2019. It shows the high importance of the connection between the issue of women and international peace and security, and reiterates the significant role of the Security Council in the development of the peace norm.
