گسترش وب‌جهان‌گستر و فناوري‌هاي نوين اطلاعات و ارتباطات در هزاره سوم، شگفتي‌سازترين عصر حيات بشري را در حفظ قلمرو دولت‌ها از منظر تغييرات شكلي و بنيادين رقم زده است؛ چرا كه مؤلفه‌هاي كليدي دولت، شامل سرزمين، جمعيت، حكومت و حاكميت متأثر از فضاي سايبري، رسانه‌اي شده و كاربري آسان، در دسترس بودن و گستردگي مخاطبين پيام‌رسان‌هاي همراه، معاني جديدي در قاموس حكمراني و سياست خلق كرده‌اند. در اين عصر، مرز به معناي فيزيكي اگر چه همچنان مرسوم است اما كارايي خود را از دست داده و حفظ قلمرو در وهله نخست و گسترش آن در مرحله دوم، موضوع رقابت دولت‌هاست. آنچه كه در اينجا مي‌تواند و بايد به عنوان پلي پيشگام در تعامل با دولت‌ها و فناوري‌هاي نوين ارتباطي، ايفاي نقش كند، سواد‌ رسانه‌اي است. سواد ‌رسانه‌اي توانايي درك، تحليل و كشف معاني پيام‌هاي رسانه‌اي سايبري است. سوادي كه اَمر دِه و اَمر بَر هر دو به آن نيازمندند؛ اگر چه نياز و همت دولت‌مردان به آموزش و توسعه عمومي سواد رسانه‌اي براي كسب مشروعيت و مقبوليت در حفظ و گسترش قلمرو سايبري حياتي‌تر است. اَمربران نيز از آن جهت به سواد رسانه‌اي نيازمندند كه در بحبوحه قلب حقيقت و واقعيت، بتوانند در عرصه طبيعي منازعه قلمرو، سره را از ناسِره تشخيص دهند. بدين وصف سواد رسانه‌اي، ضامن حفظ و گسترش قلمرو سايبري بنابر الزاماتي است كه بدون توجه به آن، اين رفاقت، مؤثر نخواهد بود. آنچه كه دغدغه اصلي اين مقاله است.
