Identifying Strategic Management Barriers in the Department of Physical Education and Health Education

هدف از پژوهش حاضر، شناسايي موانع مديريت استراتژيك در معاونت تربيت بدني و سلامت آموزش و پرورش ايران مي باشد. از نظر هدف كاربردي و از منظر گردآوري اطلاعات از نوع كيفي و مصاحبه نيمه ساختار يافته مي باشد. جامعه اين پژوهش شامل كليه مديران، مشاوران حوزه ستادي و معاونين استانها در معاونت تربيت بدني و سلامت بودند كه از ميان آنها 50 نفر براساس تجارب كاري، مقالات چاپ شده، تاليف كتب مرتبط و حوزه اجرايي‌شان كه مرتبط با با پژوهش حاضر بودند انتخاب شدند و روش نمونه گيري نظري و به صورت هدفمند بود. براي تحليل اطلاعات بدست آمده در مصاحبه‌ها، از روش كدگذاري باز و محوري و انتخابي استفاده شد. نتايج نشان داد كه موانع مديريت استراتژيك در اين معاونت شامل 3 مقوله كلي و 9 مولفه كه عبارتند از ايدئولوژي سازماني ( موانع آموزشي، موانع ساختاري، موانع طراحي و برنامه ريزي و موانع اخلاق حرفه اي)، عوامل برون سازماني ( موانع حقوقي و قانوني و موانع محيطي) و منابع سازماني كه شامل ( موانع اطلاعاتي، موانع انساني و موانع مالي) مي باشند. و از ويژگي‌هاي اين پژوهش يافتن موانع جديد نسبت به ساير پژوهش‌هاست. معاونت تربيت بدني و سلامت با استفاده از ظرفيت‌هاي رسانه ملي، جذب حاميان مالي، تصميم‌گيري مشاركتي در اجرا و نظارت مستمر مي تواند در رفع موانع مورد نظر اقدامات موثري انجام دهد.

The aim of this study was to identify the barriers to strategic management in the Deputy of Physical Education and Health of Education in Iran. In terms of practical purpose and in terms of data collection, it is qualitative and semi-structured interviews. The population of this study included all managers, staff advisors and provincial deputies in the deputy of physical education and health, from which 50 people were selected based on work experiences, published articles, authorship of related books and their executive areas that were related to the present study. an‎d the sampling method was theoretical and purposeful. To analyze the information obtained in the interviews, open and centralized and selective coding methods were used.The results of the interviews indicated that strategic management barriers in the Deputy of Physical Education and Health of Education include 3 general categories and 9 components that include organizational ideology (educational barriers, structural barriers, design and planning barriers and professional ethics barriers), external organizational factors (legal and regulatory barriers, and environmental barriers) and organizational resources that include (information barriers, human barriers, and financial barriers). an‎d one of the features of this research is to find new obstacles compared to other researches. The Deputy Minister of Physical Education and Health can take effective measures to remove the desired obstacles by using the capacities of the national media, attracting financial sponsors, participatory decision-making in implementation and continuous monitoring.
