تبيين عوامل مؤثر قدرت اقتصادي در توسعه شهر قزوين

Explaining the effective factors of economic power in the development of Qazvin city

شهر برآيند تعامل بنيادهاي زيستي و طبيعي از يك سو و ساختارهاي اقتصادي، سياسي، فرهنگي و محصول قدرت، تصميم و مديريت از سوي ديگر مي‌باشد. لذا، بررسي قدرت­هاي تاثيرگذار بر شكل­گيري شهر از مهم­ترين عوامل تعيين كننده توسعه شهري به شمار مي­آيد.در اين پژوهش به تبيين عوامل مؤثر قدرت اقتصادي در توسعه شهر قزوين پرداخته شده است. اين پژوهش به لحاظ هدف توسعه‌اي-كاربردي و به لحاظ روش توصيفي-تحليلي است كه تحليل داده‌هاي آن به صورت آميخته(كيفي-كمي) انجام شده است. هم‌چنين، جمع‌آوري اطلاعات و داده‌هاي به صورت اسنادي-كتابخانه اي و پيمايشي بوده است كه پرسشنامه از ابزار اصلي آن بشمار مي‌آيد. جامعه آماري پژوهش نيز شامل مسئولين و مديران شهري بر اساس تخصص اقتصادمحور و هم‌چنين نخبگان و اساتيد دانشگاه‌هاي قزوين مي‌باشد كه حجم نمونه بر اساس روش دلفي معادل 30 نفر به صورت تصادفي در نظر گرفته شده است. براي تجزيه و تحليل داده ها به روش كمي از روش تحليل عاملي با نرم‌افزار SPSS استفاده شده است. نتايج پژوهش حاكي از آن است كه اقتصاد مبتني بر سوداگري، برخورداري ويژه و ناپايدار اقتصاد شهري را به عرصه سوداگري قدرت‌هاي تاثيرگذار عمده در توسعه شهر قزوين تبديل نموده است. هم‌چنين، عامل " قدرت اقتصادي در توسعه شهري رانت‌محور" با مقدار ويژه 2.548 توانسته 18.201 درصد از واريانس را شامل شود. اين عامل نيز با معيارهاي تعداد افراد سرمايه گذار بومي يا غيربومي در شهر قزوين ، سفته بازي زمين و مسكن در هماهنگي سياست‌ها كلان ، نياز شهرداري به كسب درآمد داراي همبستگي مثبت و بالايي است.

The city is the result of the interaction of biological and natural foundations on the one hand and economic, political, cultural structures, the product of power, decision and management on the other. Therefore, the study of the forces affecting the formation of the city is one of the most important factors determining urban development. In this study, the effective factors of economic power in the development of Qazvin city have been explained. This research was applieddevelopmental in terms of purpose and descriptive-analytical based on method in which the data analysis was done in a mixed (qualitative-quantitative) way. Also, data collection and data in the form of documentary-library and survey have been the main tool of the questionnaire. The statistical population of the study also included city officials and managers based on economicsbased expertise as well as elites and professors of Qazvin universities. The sample size based on the Delphi method was 30 people randomly. For quantitative data analysis, factor analysis method with SPSS software was used. The results indicated that the merchant-based economy had turned the special and unstable enjoyment of the urban economy into the field of merchandising of the major influential powers in the development of Qazvin city. Also, the factor of "economic power in rentoriented urban development" with a specific value of 2.548 was able to include 18,201 percent of the variance. This factor also had a positive and high correlation with the criteria of the number of local or non-native investors in Qazvin, land and housing speculation in coordination of macro policies, and the municipality's need to earn income.
