شناسايي و رتبه بندي عوامل موثر بر ارتقاء شايستگي مديران آموزش در صنعت هوانوردي با تكينك ORESTE (مورد مطالعه مراكز آموزش هوانوردي شهر تهران)

Identifying and Ranking the Factors Affecting the Promotion of Competence of Training Managers in the Aviation Industry with the ORESTE Technique (Case Study of Aviation Training Centers in Tehran)

يكي از عوامل اثرگذار بر جايگاه پايين ايران درحوزه هوانوردي به فقدان مديران شايسته در مراكز آموزش هوانوردي باز مي‌گردد، در اين راستا هدف تحقيق حاضر شناسايي و رتبه بندي عوامل موثر بر ارتقاء شايستگي مديران آموزش در صنعت هوانوردي با تكينك ORESTE بوده است. روش پژوهش: روش تحقيق از نوع كاربردي و اكتشافي و در دو بخش كمي و كيفي انجام شده است. جامعه آماري در بخش كيفي مديران و خبرگان در صنعت هوانوردي بودند كه با روش اشباع نظري 12 نفر به عنوان حجم نمونه انتخاب شدند و جامعه آماري در بخش كمي كاركنان شركت‌هاي هواپيمايي آسمان، ماهان، ايران اير، كيش اير، مستقر در شهر تهران در سال 1397 بودند كه با روش نمونه گيري تصادفي ساده 250 نفر به عنوان نمونه انتخاب شدند. جهت گرداوري داده‌ها در بخش كيفي از مصاحبه استفاده شد و در بخش كمي از پرسشنامه محقق ساخته كه روايي آن توسط خبرگان تائيد و پايايي با آلفاي كرونباخ بررسي و (0.80) تاييد گرديد. سپس شاخص‌هاي شناسايي شده در قالب يك پرسشنامه مقايسات زوجي قرار داده شدند و با تكنيك اورسته رتبه بندي شدند. يافته‌ها: 70 عامل موثر از ادبيات نظري و نظرات خبرگان شناسايي شدند، كه به طور ويژه شايستگي مديران را در جهت ارتقاي آنها و ميزان اهميت هر يك از شاخص‌ها را بررسي و رتبه بندي نموده است. نتيجه گيري: نتايج نشان دادند كه اولين شاخص تيم سازي با مقدار (1)، دومين شاخص تفويض اختيار با مقدار (0.840)، سومين شاخص مهارت‌هاي نوشتاري (0.74) بوده است.

One of the factors affecting Iran's low position in the field of aviation is the lack of qualified managers in aviation training centers. In this regard, the aim of this study was to identify and rank the factors affecting the promotion of training managers in the aviation industry with ORESTE technique. Method:The research method is applied and exploratory and has been done in two parts: quantitative and qualitative. The statistical population in the qualitative part were managers and experts in the aviation industry who were selected as the sample size by the theoretical saturation method. The statistical population in the quantitative part were the managers and employees of Aseman Air, Mahan Air, Iran Air, Kish Air, that are based in Tehran in 2018, 250 people were selected as a sample by simple random sampling method. Interviews were used to collect data in the qualitative part and a researcher-made questionnaire was used in the quantitative part, the validity of which was confirmed by experts and the reliability was checked with Cronbach's alpha (0.80). Then, the identified indicators were placed in the form of a pairwise comparison questionnaire and ranked using the ORESTE technique. Findings: 70 effective factors were identified from the theoretical literature and expert opinions, which In particular, has examined and ranked the competence of managers in order to promote them and the importance of each of the indicators. Conclusion: The results showed that the first index of team building with a value of (1), the second index of delegation with a value of (0.840), the third index of writing skills (0.74).
