چكيده فارسي :
محيط هاي شهري گيلان با جاذبههاي متنوع طبيعي، تاريخي و فرهنگي، استعداد فوق العادهاي براي توسعه صنعت گردشگري دارد، اما علي رغم سياستگذاريها و برنامهريزيهاي گردشگري، در اين عرصه نتوانسته توسعه يابد. در اين راستا، هدف پژوهش حاضر واكاوي موانع سياستگذاري گردشگري در محيطهاي شهري گيلان است. روش تحقيق به صورت كيفي و كمي، و با استفاده تئوري زمينهاي و مدل FARAS مورد تجزيه و تحليل قرار گرفته شد. جامعه آماري نيز متخصصان در حوزه مطالعات شهري و گردشگري است، كه بر اساس نمونهگيري هدفمند تعداد 20 نفر به عنوان جامعه نمونه انتخاب شدند. طبق مدل تئوري زمينهاي، موانعي از جمله: عدم بهرهگيري از نيروهاي متخصص، بازاريابي نامناسب، تقليد از الگوهاي ناسازگار با محيطهاي شهري، مشكلات زنجيره ارائه خدمات گردشگري، مشكلات نظام اداري و خط مشي، عدم مديريت يكپارچه گردشگري در بين سازمانهاي مرتبط، عدم مطلوبيت زيرساختها و زيربناهاي فيزيكي، عدم بهرهگيري از نيروهاي متخصص را استخراج شد، كه با استفاده از مدل آراس فازي، به ترتيب موانع عدم مديريت يكپارچه گردشگري در بين سازمانهاي مرتبط با مقدار وزن 490/0، مشكلات نظام اداري و خط مشي با مقدار وزن 488/0، تقليد از الگوهاي ناسازگار با محيطهاي شهري با مقدار وزن 477/0، مشكلات زنجيره ارائه خدمات گردشگري و عدم مطلوبيت زيرساختها و زيربناهاي فيزيكي با مقدار وزن 467/0، بازاريابي نامناسب با مقدار وزن 463/0، عدم بهرهگيري از نيروهاي متخصص با مقدار وزن 458/0، بيشترين و كمترين ميزان اهميت را به خود اختصاص داده اند.

In this regard, the purpose of this study is to investigate the barriers to tourism policy in urban environments of Guilan. is The research method was qualitatively and quantitatively analyzed using contextual theory and FARAS model. The statistical population is also experts in the field of urban studies and tourism, Based on purposive sampling, 20 people were selected as the sample population.
