Cognitive and Behavioral Sciences Laboratory of Statistical Center of Iran: Basics and Applications

با توسعه فناوري‌هاي نوين، استفاده از آن در فرايندهاي كسب و كار به‌شدت در حال گسترش است. بر همين اساس سازمان‌هاي ملي آماري (NSOs) در چند سال اخير مطابق با توصيه‌هاي سازمان‌هاي بين‌المللي آماري در قالب مدرن‌سازي آمار رسمي اقدام به به‌كارگيري علوم و فناوري‌هاي نوين در تمام فرايندهاي اصلي و پشتيباني كسب و كار آماري كرده‌اند. يكي از علوم و فناوري‌هاي نوين، علوم و فناوري‌هاي شناختي و رفتاري است كه به مطالعه ذهن و چگونگي پردازش اطلاعات محيط اطراف در ذهن مي‌پردازد. با توجه به اينكه آمار رسمي از تعامل بين فرد (افراد) و نظام توليد آمار توليد و مصرف مي‌شود، ضروري است چگونگي اين تعامل با استفاده روش‌هاي آزمايشگاهي و ميداني مورد مطالعه و بررسي قرار گيرد. اين بررسي‌ها كمك مي‌كند تا خطاهايي كه به دليل درك اشتباه و سوگيري‌هاي شناختي در ذهن انسان‌ها رخ مي‌دهد، كاهش و كنترل يابد. تعامل بين فرد (افراد) و نظام توليد آمار شامل دو بخش تعامل پاسخ‌گويان - نظام توليد آمار و تعامل كاربران-نظام توليد آمار است. در بخش نخست، تعامل پاسخ‌گويان - نظام توليد آمار ، موضوعات طراحي و توسعه پرسشنامه، استفاده‌پذيري ابزارهاي جمع‌آوري داده، روش‌هاي افزايش مشاركت پاسخ‌گويان (واحد بينش رفتاري) و حرفه‌اي‌سازي آمارگيران و در بخش دوم، تعامل كاربران- نظام توليد آمار، ارتقاءي سواد آماري، انتشار و دسترس‌پذيري داده، نيازسنجي كاربران، ارزش آمارهاي توليد شده و ميزان اعتماد عمومي به آن بررسي مي‌شود. در اين مقاله بر اساس مطالعات صورت گرفته در سازمان‌هاي ملي آماري ساير كشورها پيشنهاد به‌كارگيري علوم و فناوري‌هاي شناختي و رفتاري در مركز آمار ايران، به منظور انجام مطالعات آزمايشگاه و ميداني در زمينه تعامل فرد-نظام توليد آمار ارائه مي‌گردد. اين پيشنهاد شامل زير ساخت‌ها و محورهاي كاربردي است.

With the development of new technology; its use in business processes is expanding rapidly. Accordingly, in recent years the National Statistical Organizations (NSOs), by the recommendations of international statistical organizations in the form of modernization of official statistics, have applied new sciences and technologies in statistical business processes. One of the new sciences and technologies is cognitive and behavioral sciences and technologies. Cognitive science is the study of the mind and how processing environmental information. Official statistics are produced and used from the interaction between the human and statistical production system and it is necessary to study this interaction by laboratory and field methods. The interaction between the human and the statistical production system consists of two parts: respondents-statistical production system interaction and users- statistical production system. In the first session, statistics production, design and development questionnaire, the usability of data collection tools, methods to increase respondents' participation (behavioral insight unit) and professionalization of statisticians, and in the second session, statistics users, promotion of statistical literacy, data dissemination and accessibility, needs users, the value of statistics produced and the level of public trust are examined. In this article, based on studies conducted in national statistical organizations of other countries, the proposal of using cognitive and behavioral sciences and technologies in the Statistical Center of Iran is presented. The lab aims to conduct laboratory and field studies of human- statistical production system interaction. This proposal includes infrastructure and application fields.
