تبيين پايداري نظام فضايي شهري با تدوين، تعيين و اولويت‌بندي استراتژهاي توسعه شهري؛ مطالعه موردي: شهركاشان

Explaining the Sustainability of the Urban Space System by Formulating, Determining and Prioritizing Urban Development Strategies Case Study: Kashan

امروزه شهرها با مشـكلات عمـده شهرنشـيني و ناپايداري در ابعاد مختلف روبرو هستند و الگو‌هاي سنتي در قالب طرح‌هاي توسعه و عمران شهري نتوانسته منجر به كاهش نابساماني و ناپايداري نظام فضايي شهرها شود. بنابراين ناكامي رويكردهاي سنتي در پاسخگويي به مشكلات شهري باعث شكل‌گيري نگرش راهبردي شده است، در اين راستا شهر كاشان از جمله شهرهايي مي‌باشد كه تحت تأثير رشد بالاي فيزيكي و عدم انطباق آن با ظرفيت زير ساخت‌هاي شهري و در نهايت ناكارآمدي طرح‌هاي توسعه شهري، در عمل با آشفتگي‌هاي كالبدي، اقتصادي، اجتماعي- فرهنگي زيادي در سطح شهر همراه شده و موجب توسعه شهر به سمت عدم تعادل و پايداري فضايي گرديده است. اين پژوهش بر آن است در جريان مطالعات قبلي1 در زمينه الگوي رشد پراكنده شهري و ناتواني طرح‌هاي توسعه شهري در پاسخگويي به نيازها و مشكلات شهر كاشان، در چهارچوب ساختار مفهومي مشخص به تبيين پايداري نظام فضايي شهر كاشان از طريق تدوين، تعيين و اولويت‌بندي استراتژهاي توسعه شهري بپردازد. نوع پژوهش از نظر هدف كاربردي- توسعه‌اي و از نظر شيوه انجام توصيفي- تحليلي است. رويكرد مطالعه حاضر نيز رويكرد راهبردي بر اساس نگرش سيستمي است. نتايج پژوهش نشان مي‌دهد نوع راهبرد مورد استفاده جهت پايداري نظام فضايي شهر كاشان از نوع راهبرد تدافعي مي‌باشد، ضمن اينكه در ارزيابي صورت گرفته در زمينه اولويت‌بندي راهبردها با استفاده از مدل VIKOR و انتخاب استراتژي برترنشان داد، «تدوين سند توسعه اقتصادي شهر متناسب با قابليت‌ها و مزيت‌هاي نسبي و رقابتي به ويژه در حوزه صنعت، گردشگري و محصولات كشاورزي» به عنوان استرتژي برتر مي‌بايست در اولويت برنامه‌هاي توسعه شهر توسط مسؤولين و مديران شهري قرار گيرد.

Today, cities encounter major urbanization and instability problems in innumerable dimensions, and traditional patterns in the form of urban development plans have not been able to lessen the disorder and instability of the urban space system. Thus, traditional approaches failure to deal with urban problems has led to the formation of a strategic attitude. Regarding the issue, Kashan is one of the cities that has feasibly accompanied with many physical, economic, socio-cultural disturbances influenced by high physical growth and its incompatibility with the capacity of urban infrastructure and ultimately inefficiency of urban development plans that caused the development of the city towards imbalance and spatial stability. In line with the previous studies regarding the pattern of scattered urban growth and the inability of urban development plans to meet the needs and deal with the problems of Kashan, this research is to proceed with explaining the stability of Kashan spatial system by formulating, determining and prioritizing urban development strategies within the framework of a specific conceptual structure. In terms of purpose, the type of research is applied-developmental and concerning the method, is descriptive-analytic. The approach of the present study is also a strategic attitude based on a systemic approach. The results of the research show that the type of strategy applied to stabilize the space system of Kashan is a defensive strategy. While in the evaluation provided in prioritizing strategies using the VIKOR model and choosing the optimized strategy, showed that “Developing the economic development document of the city in accordance with the capabilities and comparative and competitive advantages, especially in the field of industry, tourism and agricultural products” should be considered a priority in urban development programs as a superior strategy by city officials and managers.
