اولويت‌‌‌‌ بندي تهديدهاي محتمل و ارزيابي موقعيت زير ساخت‌‌‌‌هاي شهر سمنان در پهنه‌‌‌‌هاي آسيب‌‌‌‌ پذير با رويكرد پدافند غيرعامل

The Prioritization of Potential Threats and Evaluation of the Location of Semnan City Infrastructure in Vulnerable Areas with Passive Defense Approach

امنيت از موضوعات بسيار مهمي است كه در قرآن و روايات نيز بسيار به آن اشاره‌شده و همچنين يكي از مفاهيم با اهميت، پيچيده و جديد در دنياي امروز است؛ به‌گونه‌اي كه در بسياري از مباحث سياسي، اجتماعي، اقتصادي و ... مطرح ‌شده و يكي از اساسي‌ترين اهداف و كار ويژه‌هاي همه نظام­هاي سياسي در كليه اعصار و دوران بشري بوده است. زيرساخت‌‌‌‌ها نقش تعيين‌‌‌‌كننده‌‌‌‌اي در فرآيند امن يك جامعه داشته و حفظ امنيت آن­ها در برابر حملات و تهديدها، جزء اولويت‌هاي امنيتي هر كشور محسوب مي­گردد. بر همين اساس شناخت وضعيت كنوني و اولويت‌‌‌‌بندي تهديدهاي محتمل و تعيين سطوح مراكز ثقل زيرساخت‌هاي شهري با رويكرد پدافند غيرعامل مي‌‌‌‌تواند به‌عنوان راهكاري كارآمد، به تدوين راهبردهاي مرتبط با حوزه پدافند غيرعامل شهر منتج شود. در اين راستا مقاله حاضر با استفاده از روش توصيفي- تحليلي، پس از جمع‌‌‌‌آوري داده‌‌‌‌ها و اطلاعات موردنياز، ابتدا به اولويت‌‌‌‌بندي تهديدهاي محتمل و سپس به ارزيابي موقعيت زيرساخت‌‌‌‌هاي شهر سمنان در پهنه‌‌‌‌هاي آسيب‌‌‌‌پذير با رويكرد پدافند غيرعامل پرداخته است. اولويت‌‌‌‌بندي تهديدهاي شهر سمنان در سه حوزه سخت، نيمه سخت و نرم انجام شد، معيارها و شاخص­هاي به كار گرفته‌شده در آن شامل «شدت خسارت»، «توانايي دشمن» و «جذابيت هدف» بوده است. بررسي ارزش­دهي اين تهديدها در شهر سمنان، نشان مي­دهد؛ كه تهديدهاي نيمه سخت با ميانگين 19.4 در رتبه يك، تهديدهاي نرم با ميانگين 13.5 در رتبه دوم و تهديدهاي سخت با ميانگين 11.6 در رتبه بعدي قرار دارد. نتايج حاصله از ارزيابي موقعيت زيرساخت‌‌‌‌هاي حساس و مهم شهر سمنان در پهنه‌‌‌‌هاي آسيب‌‌‌‌پذير نشان مي‌دهد حدود 50.69 درصد از زيرساخت‌‌‌‌هاي حساس، حدود 34.08 درصد از زيرساخت‌‌‌‌هاي مهم و 15.23 درصد از زيرساخت‌‌‌‌هاي قابل حفاظت شهر سمنان در پهنه آسيب‌‌‌‌پذيري بسيار زياد، قرار گرفته است.

Security is one of the most important issues that is mentioned a lot in the Qur'an and hadiths and is also one of the most important, complex and new concepts in today's world; as it has been discussed in many political, social, economic, etc. debates and has been one of the most basic goals and significant tasks of all political systems in all ages and human eras. Infrastructures play a crucial role in the security and safety process of a society, and maintaining their desirable state against attacks and threats is one of the security priorities of any country. Accordingly, assessing the current situation and prioritizing potential threats and determining the importance and sensitivity levels of urban infrastructures with a passive defense approach is an effective method which can lead to the development of strategies related to the field of passive defense. In this regard, the present article first prioritizes potential threats and then evaluates the location of Semnan city infrastructure in vulnerable areas with a passive defense approach, using a descriptive-analytical method and collecting the required data and information. The threats of Semnan city are prioritized in the three areas of hard, semi-hard and soft threats. The applied criteria and indicators include "damage intensity", "enemy capability" and "target attractiveness". The study of the evaluation of these threats in the city of Semnan shows that semi-hard threats with an average of 19.4, soft threats with an average of 13.5 and hard threats with an average of 11.6 are in the first, second and third ranks, respectively. The results of evaluating the location of sensitive and important infrastructures in the vulnerable areas of Semnan show that approximately 50.69% of sensitive infrastructures, 34.08% of important infrastructures and 15.23% of protected infrastructures in Semnan are in the very vulnerable zones.
