مكان‌ يابي و طراحي پارك‌هاي جنگلي چند منظوره با رعايت الزامات پدافند غير عامل (نمونه موردي منطقه 4 تهران)

The Design and Location Assignment of Multi-Purpose Forest Parks with Passive Defense Requirements (Case study of Tehran: Region no.4)

وقوع مخاطرات طبيعي در شهرها و آثار مخربي كه بر جاي مي‌گذارند كشورها را برآن داشته تا در طرح‌هاي امداد و اسكان موقت و درجهت كاهش آسيب‌هاي ناشي از آن، برنامه‌ريزي و مديريت اين حوادث را مورد توجه جدي قراردهند. با توجه به افزايش جمعيت كلانشهرها، صنعتي شدن، ترافيك شهري و تراكم كالبدي، يكي از مهم‌ترين موضوعاتى كه بايد در طراحى و برنامه‌ريزى شهرها براى فراهم نمودن ايمنى و امنيت شهروندان مد نظر قرار گيرد، طرح‌هاي كاربردي و چند منظوره و رعايت ملاحظات و اصول پدافند غير‌عامل است كه به ميزان زيادي از شدت و گستردگي خسارات و تلفات ناشي از خطرات مي‌كاهد. پارك‌هاي شهري و پارك‌هاي جنگلي يكي از محل‌هاي تفرجگاهي شهري است كه ميتوان با برنامه‌ريزي مناسب از يك‌سو امكان تفريح، فعاليت‌هاي فرهنگي، آموزشي، تامين نيازهاي روان شناختي و آرامش جامعه در حالت عادي و از سوي ديگر تامين فضاي مناسب براي اسكان موقت، انبار، امداد ‌رساني و تامين امنيت پايدار در شرايط اضطرار و زمان بحران را فراهم آورد. در اين تحقيق سعي بر طراحي پارك‌هاي جنگلي متناسب با اهداف پدافند غير عامل به‌صورت چند منظوره و با قابليت اسكان ساكنين در شرايط اضطرار شده است. هدف اين پژوهش بهره‌برداري از فضاي سبز شهري و استفاده از طرح امداد و اسكان در شرايط اضطرار به منظور بالا بردن قابليت استفاده از فضاي سبز در زمان بحران، استفاده از محل‌هايي براي نگهداري و انبار مواد غذايي و تجهيزات امداد و نجات، افزايش ايمني و امنيت پارك براي جلوگيري از بزه‌كاري به‌منظور حفاظت از محل‌هاي در نظر گرفته شده براي اسكان موقت مي‌باشد. اين تحقيق كاربردي بوده و از نظر ماهيت توصيفي- تحليلي مي‌باشد و براي جمع‌آوري اطلاعات از مطالعات كتابخانه‌اي، مشاهده ميداني و عيني استفاده شده است. پس از انجام مطالعات و بررسي شاخص‌هاي موثر در مكان يابي، با استفاده از الگوريتم رقابت استعماري و پياده‌سازي آن در نرم‌افزار متلب، محدوده پاسداران به‌عنوان مناسب ترين مكان استخراج و بر روي نرم‌افزار google map مشخص گرديده است. همچنين با استفاده از نرم‌افزار AUTOCAD، پاركي متناسب با الزامات و اصول پدافند غير‌عامل، طراحي شده است.

Amongst the most important issues ensuring the safety and security of citizens and reducing the crisis in cities, are practical and multi-purpose plans in which passive defense considerations and principles are observed. These plans reduce the severity and extent of damage and loss due to hazards. Forest parks are the type of urban recreation areas that with proper planning, provide space for recreation, cultural and educational activities, to meet the psychological needs and peace of society in normal conditions, and offer suitable space for temporary housing, warehousing, relief operations, and sustainable security in the time of emergencies and crisis. In this research, an attempt has been made to design forest parks in accordance with the objectives of passive defense, using plants and natural features and artificial elements, with the possibility of housing in emergency conditions. The purpose of this design is to utilize the urban green space and use the relief and housing plan in emergency situations to increase the ability to use green space in times of crisis and use places for safe keeping and storage of food and rescue equipment. This research is applied research in terms of descriptive-analytical nature and library studies, field observation and objective have been used to collect information. After conducting studies and investigating the factors effective in location assignment, and also implementing the colonial competitive algorithm in Matlab software, the Pasdaran district is identified as the most suitable location and marked on the google map software. Applying the results of the research and taking into account the general and defensive requirements, a park is designed using AUTOCAD software.
