Development of technical and vocational training tailored to the needs of the labor market and regional capacities (Case study: Development of standards related to the beekeeping profession, silkworms and Useful insects in accordance with the amended Dicom guidelines)

آﻣﻮزش ﻓﻨﯽ و ﺣﺮﻓﻪاي، ﺗﻮان ﺗﺄﺛﯿﺮﮔﺬاري ﺑﺎﻻﯾﯽ ﺑﺮ ﻧﺮخ رﺷﺪ، اﺷﺘﻐﺎل و ﺗﻮﻟﯿﺪ را دارد. ﺗﻮﺟﻪ ﺑﻪ ﺗﻮﺳﻌﻪ و ﮔﺴﺘﺮش آﻣﻮزشﻫﺎي ﻓﻨﯽ ﺣﺮﻓﻪاي ﻣﺘﻨﺎﺳﺐ ﺑﺎ ﻧﯿﺎز ﻫﺮ ﻣﻨﻄﻘﻪ ﻣﯽﺗﻮاﻧﺪ در ﺗﻮﺳﻌﮥ اﻗﺘﺼﺎدي، اﺟﺘﻤﺎﻋﯽ و ﻣﺤﯿﻄﯽ ﻣﻨﺘﻬﯽ ﺷﻮد. ﻫﺪف از اﻧﺠﺎم ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺗﺪوﯾﻦ اﺳﺘﺎﻧﺪاردﻫﺎي ﻣﺮﺗﺒﻂ ﺑﺎ ﺣﺮﻓﻪ زﻧﺒﻮرداري، ﮐﺮم اﺑﺮﯾﺸﻢ و ﺣﺸﺮات ﻣﻔﯿﺪ ﻣﻄﺎﺑﻖ ﺑﺎ دﺳﺘﻮراﻟﻌﻤﻞ دﯾﮑﻮم اﺻﻼح ﺷﺪه اﺳﺖ. روش ﺗﺤﻘﯿﻖ ﺑﮑﺎر رﻓﺘﻪ ﺑﺮ اﺳﺎس روش داده ﺑﻨﯿﺎد ﺑﻮد. ﺑﺎ اﺳﺘﻔﺎده از روش داده ﺑﻨﯿﺎد در ﺷﺶ ﮔﺎم داده ﻫﺎي ﻣﻮردﻧﯿﺎز ﮔﺮدآوري ﺷﺪ. در ﺑﺨﺶ ﮐﻤّﯽ ﺑﺎ ﺗﺪوﯾﻦ اﺳﺘﺎﻧﺪاردﻫﺎي آﻣﻮزﺷﯽ در دو ﺑﺨﺶ اﺳﺘﺎﻧﺪاردﻫﺎي ﺷﺎﯾﺴﺘﮕﯽ و اﺳﺘﺎﻧﺪاردﻫﺎي ﻋﻤﻠﮑﺮدي، اﺳﺘﺎﻧﺪاردﻫﺎي ﻣﺮﺗﺒﻂ ﺑﺎ ﺣﻮزة ﺳﻪ ﺑﺨﺶ ﺗﺪوﯾﻦ ﺷﺪ. ﻣﺸﺎرﮐﺖ ﮐﻨﻨﺪﮔﺎن ﺑﺎﻟﻘﻮه در ﺑﺨﺶ ﮐﯿﻔﯽ ﭘﮋوﻫﺶ، ﺧﺒﺮﮔﺎن و ﺻﺎﺣﺒﻨﻈﺮان ﺣﻮزة زﻧﺒﻮداري، ﺻﻨﻌﺖ زﻧﺒﻮداري، ﮐﺮم اﺑﺮﯾﺸﻢ و ﺣﺸﺮات ﻣﻔﯿﺪ ﺑﻮد ﮐﻪ از ﻣﯿﺎن، ﻣﺪﯾﺮان، ﮐﺎرﺷﻨﺎﺳﺎن و ﻣﺮﺑﯿﺎن آﻣﻮزش ﻓﻨﯽ ﺣﺮﻓﻪاي و اﺳﺎﺗﯿﺪ ﮔﺮوه ﻣﺪﯾﺮﯾﺖ و ﮐﺸﺎورزي داﻧﺸﮕﺎه اﻧﺘﺨﺎب ﺷﺪﻧﺪ ﮐﻪ ﺑﺎ اﺳﺘﻔﺎده از روش ﻧﻤﻮﻧﻪ ﮔﯿﺮي ﻫﺪﻓﻤﻨﺪ ﺗﻌﺪاد 15 ﻧﻔﺮ ﺑﻪ ﻣﺸﺎرﮐﺖ در ﭘﮋوﻫﺶ دﻋﻮت ﺷﺪﻧﺪ. ﻓﺮآﯾﻨﺪ ﮐﺪﮔﺬاري دادهﻫﺎ در ﺗﺌﻮري داده ﺑﻨﯿﺎد در 3 ﮔﺎم ﮐﺪﮔﺬاري ﺑﺎز، ﮐﺪﮔﺬاري ﻣﺤﻮري و ﮐﺪﮔﺬاري ﮔﺰﯾﻨﺸﯽ ﺻﻮرت ﻣﯽﮔﯿﺮد در ﻫﺮ ﯾﮏ از اﯾﻦ ﻣﺮاﺣﻞ، ﮐﺪ ﯾﺎ ﮐﺪﻫﺎي اﻟﺼﺎق ﺷﺪه ﺑﺎﯾﺪ دادهﻫﺎي ﻣﺮﺗﺒﻂ ﺑﺎ ﺧﻮد را ﺑﻪ ﺳﻄﺢ اﺷﺒﺎع ﺑﺮﺳﺎﻧﻨﺪ. ﺑﺮ اﺳــﺎس ﯾﺎﻓﺘﻪﻫﺎي ﭘﮋوﻫﺶ ﻣﯽﺗﻮان ﻧﺘﯿﺠﻪ ﮔﺮﻓﺖ ﺑﺎ اﺳﺘﻔﺎده از راﻫﺒﺮدﻫﺎي ﻧﯿﺎزﺳﻨﺠﯽ، ﻣﺸﺎرﮐﺖ ذﯾﻨﻔﻌﺎن، آﻣﻮزش ﻣﺮﺑﯿﺎن، آﯾﻨﺪهﭘﮋوﻫﯽ ﺷﻐﻠﯽ و ﺑﺮﻧﺎﻣﻪرﯾﺰي، آﺷﻨﺎﯾﯽ ﮐﺎرآﻣﻮزان ﺑﺎ ﺑﺎزارﮐﺎر و ﻣﺸﺎوره و ﻫﺪاﯾﺖ ﺷﻐﻠﯽ، ﻣﯽﺗﻮان ﺗﻨﺎﺳﺐ آﻣﻮزش ﻫﺎي ﻓﻨﯽ و ﺣﺮﻓﻪاي ﺑﺎ ﻧﯿﺎز ﻫﺎي ﺑﺎزارﮐﺎر را ﻣﺤﻘﻖ ﮐﺮد.

Technical and vocational education has the potential to have a high impact on growth rates, employment and production. Paying attention to the development and expansion of vocational technical training tailored to the needs of each region can lead to economic, social and environmental development. The purpose of this study is to develop an indigenous model for the development of technical and vocational education tailored to the needs of the labor market and regional capacity in the beekeeping, silkworm and beneficial insects industry in Ardabil province. The research method used was based on the foundation data method. The required data were collected in six steps using the foundation data method. In the quantitative part, by formulating educational standards in two parts, competency standards and performance standards, standards related to the field of three parts were developed. Potential participants in the qualitative part of the research, experts in the field of beekeeping, beekeeping industry, silkworms and insects were useful. Purposeful sampling method 15 people were invited to participate in the study. The data encoding process in foundation data theory takes place in three steps: open coding, axial coding, and selective coding. In each of these steps, the attached code or codes must saturate the related data. Based on the research findings, it can be concluded that using needs assessment strategies, stakeholder participation, coaching training, career prospecting and planning, trainees' familiarity with the job market and career counseling and guidance,technical training and Achieved a profession with labor market needs.
